Description
AMENDMENT 1/15/13: QUANTITY IS CHANGED IN PARA B.1.4 FROM 110 TO 109. This is a combined synopsis/solicitation for Commercial Items in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-13-T-0092, and a firm fixed price contract is contemplated. All responsible sources may submit a quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-62 effective 20 December 2012. This procurement is 100% small business set-aside and the associated North American Industry Classification System (NAICS) code is 333314 with a business size standard of 500 employees. The DPAS rating for this procurement is DO-S10. The Naval Special Warfare Development Group (NSWDG) has a requirement to procure the following: Section B Schedule of Supplies and Services CLIN 0001 MOUT/Tracker Camera Upgrade and Repair (See Section C - Statement of Work) QTY: 1 Lump Sum Section C - Statement of Work SOW PART A-GENERAL INFORMATION A.1 INTRODUCTION This requirement is for the upgrade and repair of 109 B.E. Meyers MOUT/Tracker camera assemblies. A.2 BACKGROUND The Government's facility contains 109 MOUT/Tracker Cameras manufactured by B.E. Meyers. The cameras contain a daytime color camera and a no light black and white camera that utilizes an infrared illuminator. The camera assembly detects light levels and automatically energizes the IR illuminator and the night time camera when light levels are reduced. The illuminators installed in the cameras are set to a bandwidth that is not visible with MIL SPEC night vision goggles. The cameras were installed in 2006 and are in need of a circuit board upgrade and miscellaneous repairs to extend their life cycle. A.3 SCOPE OF WORK The purpose of this requirement is to purchase, design, fabricate, install, and test a circuit board upgrade in 109 B.E. Meyers MOUT/Tracker cameras. Evaluate IR illuminator output. Evaluate cameras for other needed repairs and complete authorized repairs. SOW PART B-WORK REQUIREMENTS B.1 CIRCUIT BOARD UPGRADE B.1.1 The Government shall ship the cameras to the contractor in increments of 20. The final increment may be less than 20. B.1.2 The contractor shall evaluate the camera to determine if it is cost feasible to upgrade the main control board. If a camera has repairs (excluding the control board upgrade) totaling more than 33% of the cost for a new camera, the contractor shall not install a main control board and deem the camera as "not repairable". The Government considers the 33% threshold to be $1400.00. B.1.3 Any diagnostic fee charged by the contractor shall be applied to camera upgrades and repairs. If the camera was deemed non-repairable the contractor shall be entitled to a predetermined fee for diagnostics. B.1.4 The contractor shall purchase, design, fabricate, install, and test an upgraded main control board in 109 MOUT/Tracker cameras, or a quantity equal to those deemed "repairable" in item B.1.2. The upgraded board shall incorporate a heat sink on the main board and correct deficiencies identified in the original design. The circuit board shall be compatible with other components in the camera and not affect its normal operating parameters. B.1.5 If the contractor fails to identify repairs that exceed the 33% threshold prior to installing the main control board the contractor shall complete those repairs at its own expense. B.1.6 The contractor shall ship cameras to the Government upon completion of the main control board upgrade, unless other repairs are pending. Cameras deemed non-repairable can be utilized for parts to repair other cameras. The contractor shall not invoice for parts removed from non-repairable cameras. All non-repairable cameras/parts shall be returned to the Government upon the completion of the upgrade and repair of all cameras. B.2 CAMERA REPAIRS B.2.1 The contractor shall provide a written report via email, in PDF format, itemizing the repairs for each group of twenty cameras. Report shall identify cameras by serial number. B.2.2 The report shall include power output of the IR illuminator by camera serial number. B.2.3 Upon authorization by DESIGNATED Government personnel, the contractor shall repair specified cameras. The Government intends to complete all repairs that do not exceed 33% of the replacement cost for a new camera. B.2.4 If the contractor initiates repairs and then discovers repairs it failed to identify in the report, which cause the 33% threshold to be exceeded, the contractor shall complete those repairs at its own expense. B.2.5 Upon completion of repairs for each increment of 20 the contractor shall ship cameras to the Government. B.2.6 The Government will continue to ship cameras in increments of 20 as it receives repaired units back from the contractor. B.2.7 The contractor shall ship all non-repairable cameras and parts to the Government upon completion of camera upgrades and repairs. B.3 CAMERA UPGRADE AND REPAIR B.3.1 The MOUT/Tracker Camera is designed and manufactured by B.E. Meyers and contains proprietary design features. The contractor completing repairs and upgrades shall not modify the camera housing or dimensions. The contractor shall be an authorized B.E. Meyers service provider. Installed parts must return the cameras to within their original operating specifications and capabilities. Any illuminators replaced shall not emit a bandwidth visible with MIL SPEC night vision goggles. SOW PART C- SUPPORTING INFORMATION C.1 PLACE OF PERFORMANCE All camera upgrades and repairs shall be completed at the contractor's facility. Final delivery will be to the Government in Dam Neck Annex of NAS Oceana, Virginia Beach, VA. C.2 PERIOD OF PERFORMANCE The period of performance for this effort shall be for 120 days following contract award date. C.3 SPECIAL CONSIDERATIONS C.3.1 Contractor-Furnished Materials The contractor shall furnish all material, equipment, and labor necessary to upgrade, repair, and deliver the MOUT/Tracker Cameras. C.3.2 The contractor shall provide a one year warranty on circuit board upgrade and new parts installed during repairs. Warranty shall include parts, labor, and shipping. SOFARS 5652.204-9003 Disclosure of Unclassified Information Jan-07 (a) On September 21, 2001, the Department of Defense designated Headquarters US Special Operations Command (USSOCOM) a sensitive unit, as defined by Title 10 United States Code (USC) Section 130b (10 USC 130b). In keeping with this designation, unclassified information related to USSOCOM military technology acquisitions managed by USSOCOM or any of its component commands, will be designated Controlled Unclassified Information (CUI). As such, the contractor hereby unequivocally agrees that it shall not release to anyone outside the Contractor's organization any unclassified information, regardless of medium (e.g., film, tape, document, contractor's external website, newspaper, magazine, journal, corporate annual report, etc.), pertaining to any part of this contract or any program related to this contract, unless the Contracting Officer has given prior written approval. Furthermore, any release of information which associates USSOCOM, Special Operation Forces (SOF), or any component command with an acquisition program, contractor, or this contract is prohibited unless specifically authorized by USSOCOM. (b) Request for approval shall identify the specific information to be released, the medium to be used, and the purpose for the release. The contractor shall submit the request to the Contracting Officer at least 45 days before the propose date for release for approval. No release of any restricted information shall be made without specific written authorization by the Contracting Office. (c) The Contractor shall include a similar requirement in each subcontract under this contract. Subcontractors shall submit request for authorization to release through the prime contractor to the Contracting Officer. (d) The Contractor further understands that Title 18 USC Section 701 specifically prohibits the use of the USSOCOM emblem or logo in any medium (e.g., corporate website, marketing brochure, news paper, magazine, etc.) unless authorized in writing by USSOCOM. Forward any request to use the USSOCOM emblem or logo through the Contracting Officer. Offerors must scrutinize this solicitation and ensure their proposals and submissions comply with all requirements. It is not sufficient to merely state your proposal complies with the solicitation equirements. You must clearly identify how your proposal meets ALL of the solicitation requirements. All questions concerning this procurement, either technical or contractual must be submitted in writing to the Contracting Office. No direct discussion between the technical representative and a prospective offeror will be conducted unless it is deemed necessary by the Contracting Officer.
