Description
Demolition of Base Buildings. Project shall include but not be limited to the demolition and removal of buildings and incidental related work located at Travis AFB CA. Work includes lead based paint and asbestos abatement surveys and removal for the buildings covered under this contract. This is a Request for Proposal (RFP), Price Performance Tradeoff (PPTO) solicitation. Resultant contract is a Requirements contract with a Basic and four (4) 1 year option periods. The proposed contract is a 100% Small Business Set-Aside. There will be no public opening. The Government reserves the right to award a contract to other than the low offeror. Award will be the Best Value to the Government in accordance with FAR Part 15. The magnitude of this project is between $1,000,000 and $5,000,000. All responsible offerors must be registered in the System for Award Management (SAM) (http://www.sam.gov) to receive an award. The closing date and time for submission of offerors will be on or about 27 Feb 2013, the site visit will be on or about 12 Feb 2013, the actual dates for both will be in the solicitation package. The solicitation package will be available for download from the FedBizOpps Electronic Posting System (EPS) Http://www.FedBizOpps.gov, on or about 30 Jan 13. The government will not provide paper copies of the solicitation or unofficial plan holder list. Telephone, written, facsimile, or email request for the solicitation package or unofficial plan holder list will not be honored. Potential offerors are responsible for monitoring the EPS site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. As a courtesy prospective offerors that plan to download the solicitation are requested to submit company name, address, including your zip plus four, telephone number, fax number, email address, point of contact and size standard to Bernadette Breeding (bernadette.breeding@us.af.mil) with a copy to Vallerie Kilkenny (vallerie.kilkenny@us.af.mil) and E. Jane Bailey (elizabeth.bailey@us.af.mil) for inclusion on the unofficial plan holder list. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer, Vallarie Kilkenny (707) 424-7769 for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
