- Description
- The Broadcasting Board of Governors, International Broadcasting Bureau, (BBG/IBB) intends to award a non-competitive contract to Optimal Satcom, Inc, Reston, VA in accordance with 41 USC 253 ( c) (1) other than full and open competition pursuant to FAR 6.302-1(a)(2)(ii), "only responsible source and no other supplies or services will satisfy the government requirements." Requirement to obtain software maintenance and support services for Optimal Satcom, Inc.'s COMPLAN1' software and STAR® suite. Software maintenance and support for each software package includes: 1) two floating network licenses, 2) two user auxiliary laptop seat licenses, 3) technical support, 4) software maintenance, 5) software upgrade licenses, and 6) three days of technical training. COMPLAN'' is a tool that allows the design of satellite transponder configurations with multiple carriers. Frequencies and power levels can be assigned to individual carriers and then optimized to meet required performance levels with minimum power. COMPLAN'' also allows the effects of rain, thermal noise, adjacent carrier and co-channel interference, and intermodulation distortion to be included in the transponder being modeled. The STAR® suite is used to help manage satellite communications networks and provides data analysis, data reporting, and mapping capabilities. The STAR® suite includes a comprehensive database containing thousands of pieces of information on the INTELSAT and New Skies satellite systems and is useful for performing link budgets, analyzing satellite coverage, performing rain analyses, analyzing the effects of satellite inclination, and plotting antenna beams on a world map. The contract will include a base period of one year with four one-year option periods that are subject to the availability of funding. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210. All such capability statement for consideration must be received by the 2:00 pm EST, January February 7, 2013. A determination by the Government not compete this proposed contract based upon responses to this Notice solely within the discretion of the Government. Any information received from interested firms responding to this notice must be sufficient in detail to afford evaluation without added submission as the information submitted will be considered solely for the purpose of determining whether to conduct a competitive requirement.
