- Description: The U.S. Army Contracting Command (ACC) - Aberdeen Proving Ground (APG) Huachuca Division located on Ft. Huachuca, AZ is seeking input from industry in regards to the recompete of the U.S. ARMY EUROPE - THEATER NETWORK OPERATIONS SECURITY CENTER (E-TNOSC) 5th SIGNAL COMMAND THEATER contract. This requirement is to provide non-personal information technology (IT) services for classified, unclassified and coalition systems for elements of the United States Army 5th Signal Command (T)/U.S. Army Europe - Theater Network Operations and Security Center (E-TNOSC) mission and it's supported customers 24 hours per day, 7 days per week, including federal holidays. The 5th Signal Command is a forward-deployed theater signal command providing tactical and strategic communications across the full range of military operations, to include within the U.S. Army Europe (USAREUR). The primary place of contract performance during the execution of this contract, will be Funari Barracks, Mannheim, Germany however, there is the potential contract performance may be directed relocated from its present operating location to Wiesbaden, Stuttgart, or Kaiserslautern. If a move is directed, the Contractor may be required to support the infrastructure build-out, relocation, transition of services, and associated phase-out of operations in Mannheim. Background: The E-TNOSC manages the European Theater network devices and service to include the Domain Name Service (DNS) for the USAREUR. The DNS provides forward and reverse name resolution for the army.mil domain and several other second-level domains. The E-TNOSC, as overall manager of the USAREUR-Europe army.mil namespace, coordinates delegations, transfers files, and assigns and retrieves network Internet Protocol (IP) space autonomous system numbers. Appendix 4, Services and Assets, will be consolidated at the Area Processing Center's (APC's) with a subsequent reduction to the number of entry points in the Army network in USAREUR. This enterprise initiative establishes APC's at key locations within USAREUR to provide consolidated applications for users across the theater, data warehousing, remote end-user IT services, and disaster recovery. All servers that provide an enterprise function will be consolidated at APC's or at the installation level (bandwidth dependent), protected by an enterprise firewall. USAREUR and the 5th Signal Command uses its custom developed, Remedy based NETOPS Support System (NSS) as its enterprise trouble ticket system. NSS is a custom trouble ticketing and work flow system built on the Remedy Action Request System tool kit. NSS is developed and maintained by the Remedy and Oracle team of the E-TNOSC, utilizing the tools and software as part of a NETCOM initiative, 5th Signal will transition to Remedy Information Technology Service Management (ITSM), the Remedy commercial-off-the-shelf (COTS) ticketing system and Configuration Management Database (CMDB). This contract is currently is being performed by Northrop Grumman Information Technology on single award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract with time-and-materials and firm-fixed-priced, level-of-effort task orders. The estimated dollar value over the life the contract is $30,000,000.00. The current period of performance is January 30, 2008 through 31 January 2013. (A base ordering period and four one-year option periods) Scope: The 5th Signal Command plans, installs, operates, maintains, and protects Command, Control, Computers, Communications and Information (C4I) systems in theater, in support of joint, combined and Army operations during armistice and Transition to War or Conflict. The 5th Signal Command supports USAREUR missions with robust, reliable and secure telecommunications and information systems support during armistice and war. The 5th Signal Command ensures the availability of unclassified, classified and Coalition Theater networks supporting communications and information systems essential to providing decision-makers, warfighters, and users the information needed to achieve their operational objectives. As a direct reporting unit to 5th Signal Command the E-TNOSC's mission is to provide support for the development, integration, implementation, and operation of computer hardware, software, and associated communications systems in support of 5th Signal USAEUR warfighting mission and the Europe portion of the LandWarNet. The 5th Signal Command accomplishes this through their E-TNOSC. More specifically, the E-TNOSC's mission is to operate, manage and defend the European portion of the Army's LandWarNet in support of 5th Signal Command and its major subordinate commands. The E-TNOSC ensures the availability, integrity and confidentiality of the information and systems used in planning, coordinating, directing, controlling, and sustaining military forces The contractor shall provide IT support for the Army E-TNOSC in Germany, and where mission dictates at outlying areas; provide for professional, competent, and dedicated staff on-site, off-site and in remote networking and IT services. This IT support will consist of installing, operating, administering, and maintaining various network management and security monitoring systems, operating systems, service management systems and network application systems installed in the E-TNOSC or maintained by the E-TNOSC at various sites. The contractor shall provide personnel with requisite training, experience, and skills to perform surveillance and management of assigned telecommunications and information systems. The contractor shall provide all personnel, management, transportation, and other related services, except as specified in paragraph 3.1.4, Government-Furnished Resources. The E-TNOSC environment supported includes any hardware, software, application, tool, system, or network used by the Government, whether developed, leased or commercially purchased; including legacy, current, and new systems at various lifecycle stages, and any future applications/systems not currently identified. Task orders will be issued primarily to support certain work centers within the E-TNOSC, the contractor may receive additional task orders to support any E-TNOSC work center as technology and the mission evolves. This is a market survey for information only. THIS IS NOT A REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of contractors who can support this requirement. The anticipated contract type is a single award ID/IQ Contract with Cost-Plus-Fixed-Fee task orders issued. It is anticipated that the effort will be for a base year to include a Phase-In period with four one-year option periods. This requirement will be competed full-and-open with no restrictions, under the North American Industry Classification System (NAICS) Code 517110; Wired Telecommunications Carriers, with a size standard of 1500 employees. Submissions: a. If you believe your firm can meet the aforementioned requirement needs and has qualified personnel, relevant past performance experience, and the technical capability to perform the type of work specified in the provided Performance Work Statement (PWS). Please submit a technical capability statement inclusive of the following information (1) Company Name and mailing address (2) Point of Contact (POC) (Name, telephone number, and e-mail address (3) a brief summary of your company's experience and past performance within the past 3 years as it related to the magnitude and scope of the requirements outlined in the attached draft PWS. Each company experience (Government or Commercial ) should include (a) name of project (b) brief description of project (c) contract or project number (d) client/customer point of contact (name, address, phone number, e-mail address) (e) dollar value of the contract/project (f) period of performance of the contract/project and (g) relevance of contract to requirements in the draft (PWS). The technical capability statement can be submitted in your format and shall not exceed 15 pages in its entirety (inclusive of cover letter, table of contents, tables, etc.) b. The Government requests that the following information be provided in addition to your technical capability statement. This information will not be included in the page count. Please include the advantages and disadvantages of each item as well as any impact to proposed cost/price of technical solution if applicable. 1. Comments on the appropriateness of the anticipated NAICS code 2. Comments on the appropriateness of the anticipated contract type i.e. single award versus multiple award ID/IQ 3. Comments on the appropriateness of the anticipated CPFF pricing arrangements of the task orders. 4. Comments on the appropriateness of the anticipated contract length of five (5) year - One (1) Base Year and Four (4) Option periods. c. A draft requirement PWS is attached. Please provide any comments on the PWS as a separate document. This information will not be included in the page count.
