Description
Notice Type: Notice of Intent - Sole Source The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Engineering Laboratory, Energy and Environment Division, intends to negotiate with Tescor, Inc.; Warminster, PA, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to obtain services to relocate two environmental test facilities as described below. Background: The Energy Policy and Conservation Act (PL 94-163) (EPCA), as amended, requires the U.S. Department of Energy (DOE) to prescribe testing and rating procedures, and minimum energy efficiency standards for various residential appliances and commercial equipment. In accordance with the requirements of EPCA, the Building Technology Program (BTP) of the Department of Energy has long relied on the National Institute of Standards and Technology (NIST) to assist it in the development of testing and rating procedures for air conditioners, heat pumps and refrigerators. To improve NIST's capabilities in providing support of the DOE standards program, DOE made a decision to expand NIST experimental facilities used for testing air conditioners, heat pumps, and refrigerators by equipping NIST with two test facilities (two sets of environmental chambers): (1) Psychrometric Testing Facility and (2) Balanced Ambient Calorimeter Facility. Originally, these test facilities were purchased by DOE for the National Energy Technology Laboratory (NETL) in Morgantown, WV. They are currently located at NETL, and need to be disassembled, relocated, assembled and commissioned at NIST. The environmental test facilities to be installed at NIST are a complex arrangement of structural components, mechanical systems, and controls that must function safely, reliably, and properly to produce repeatable results according to established heat pump and air conditioner standard test procedures. Each component of these chambers must function properly under varied thermal load conditions for decades to come. Expert disassembly and installation/commissioning of the chambers, and warranty on the installed chambers are essential. Because of chambers' large size, they are delivered to a purchaser in parts, and are assembled and commissioned at the purchaser's site. These chambers are not designed and assembled having possible relocations in mind; their disassembling invariable leads to breakage of some of their components, which have to be replaced by new ones. Hence, the disassembly effort requires detailed knowledge of equipment to avoid breakage as much as possible, and to be able to positively identify damaged parts and obtain new replacements. Considering the complexity of the chambers, the installations instructions are rather involved and include chambers' placement, tight tolerances for the floor flatness, utilities, condensate drainage, etc. The NIST site preparation must precede the installation effort. The chamber installation must be followed by rigorous re-commissioning. Extensive market research shows that the original equipment manufacturer (OEM), TESCOR, is the only source that can perform the required work, and provide a one-year warranty for the environmental chambers. Tescor is the sole provider of warranty for these specialty test facilities. The NAICS Code is 334516. NIST anticipates negotiating and awarding a firm-fixed-price contract to Tescor for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST to provide the services necessary may clearly and unambiguously identify their capability to do so in writing on or before January 30, 2013 at 4 pm EST. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
