- PFO - PC DATE: 27 NOVEMBER 2012 MEMORANDUM FOR: P&C Office / Supervisory Contracting Officer FROM: CSMS-EAST NGPA SMS AAA BLDG. 10-102, FTIG ANNVILLE, PA 17003 SUBJECT: Sole Brand / Sole Source Justification 1.In accordance with Federal Acquisition Regulation (FAR) 6.303-1 which states: A contracting officer shall not commence negotiations for a sole source contract, commence negotiations for a contract resulting from an unsolicited proposal, or award any other contract without providing for full and open competition unless the contracting officer- (1)Justifies, if required in 6.302, the use of such actions in writing; (2)Certifies the accuracy and completeness of the justification; and (3)Obtains the approval required by 6.304, which states: The justification for other than full and open competition shall be approved in writing for a proposed contract not exceeding $550,000; the contracting officer's certification required by 6.303- 2(a) (12) will serve as approval unless a higher approving level is established in agency procedures. 2.The following applicable information shall be provided to this office on all SOLE BRAND / SOLE SOURCE JUSTIFICATIONS. (a)Each justification submitted shall contain sufficient facts and rationale to justify the use of the specific authority cited. Name/Title: Signature ________________________________________ Date: KO Comments: VENDOR REQUIREMENTS FOR MACHINE SHOP SERVICES AND PARTS 1.Provide machining services for the following Caterpillar engine models: 3116, 3126, C7, & C12, Sabre Model 212 engines, all services of Cummins, Detroit and Onan engines 1a) ALL MACHINING SERVICES PROVIDED BY WENGERS MACHINE SHOP CAGE CODE 4CSV7 MEET OR EXCEED ALL REQUIREMENTS IN NMWR'S 9-2815-272, 9-2815-515, 9-2815-277 AND ARE IN COMPLIANCE WITH THE CSMS-EAST'S ISO: 9001-2008 STANDARDS OF OPERATION AND QUALITY MANUAL 2.Provide machining services for the following General Motors engine models: a.6.2 Liter, 6.5 Liter detuned, 6.5 Liter naturally aspirated, and 6.5 Liter turbocharged; the following parts are to be machined/repaired and brought back to specifications: engine cylinder blocks (honing, boring, decking), crankshafts (polishing and cutting, proper bearings provided), camshafts (polished), and cylinder heads (complete overhaul) 2a. ALL MACHINGING SERVICES PROVIDED BY WENGERS MACHINE SHOPE CAGE CODE 4CSV7 MEET OR EXCEED ALL REQUIREMENTS IN NMWR 9-2815-274 AND ARE IN COMPLIEANCE WITH THE CSMS-EAST'S ISO: 9001-2008 STANDARDS OF OPERATION AND QUALITY MANUAL 3.Provide machining/repairing services and specifications for the model 6068T John Deere engine: a.Engine cylinder blocks, crankshafts (polishing and cutting, proper bearings provided), camshafts (polished), and cylinder heads (complete overhaul) b.ALL MACHINGING SERVICES PROVIDED BY WENGERS MACHINE SHOPE CAGE CODE 4CSV7 MEET OR EXCEED ALL REQUIREMENTS IN NMWR 9-2815-274 AND ARE IN COMPLIEANCE WITH THE CSMS-EAST'S ISO: 9001-2008 STANDARDS OF OPERATION AND QUALITY MANUAL 4.Have a warranty that meets or exceeds the direct replacement of defective parts for a period of 12 months from date of purchase; service and machining work must have warranty of 60 days minimum from date of receipt 4a. ALL REPAIR PARTS HAVE A 12 MONTH WARRANTY AND ALL SERVICES HAVE A 60 DAY WARRANTY AS REQUIRED PER THE CSMS-EAST'S QUALITY MANUAL 5.Have the capability of providing any OEM or aftermarket repair parts for all Caterpillar, GM, John Deere engines, Sabre Model 212 engines, all series of Cummins, Detroit-Allison and Onan OEM and aftermarket repair parts and components as required to include accessories such as starter, alternator, and other hang-on components a.Able to provide OEM hard parts for Allison transmissions or be able to remanufacture the pieces using OEM specification b.CAPABLE OF PROVIDING ALL OEM AND AFTERMARKET REPAIR PARTS FOR CATERPILLAR, GM, JOHN DEERE, SABRE MODEL 212, CUMMINS, DETROIT DIESEL, ONAN, AND ALLISON 6.All work preformed must be in accordance with government provided technical manuals, work requirements, and technical specifications. See attached reference and price list 6a. ASTM-E-1444 MAGNETIC PARTICLE INSPECTION QUALIFIED ALL MACHINE WORK IS PERFORMED USING SPECIDFICATIONS OUTLINED IN THE PRODUCT NMWR'S AND TM'S 7.Must be located within a reasonable driving distance of 30 miles or less from Fort Indiantown Gap, 17003, since the CSMS-East will deliver and pick-up all work to be done all repair parts purchased 7a. LOCATED 13 MILES FROM CSMS EAST 8.Repair parts and services provided within 15 calendar days of request unless a later delivery date is agreed to by the government on case-by-case basis 8a. TURN AROUND TIME FROM DROP OFF TO DELIVERY IS 5 BUSINESS DAYS OR LESS. MOST REPAIR PARTS ARE AVAILABLE FOR PICKUP WITHIN 48 HOURS FROM TIME OF REQUEST 9.Be willing to be audited and/or inspected by the PAARNG personnel to ensure compliance with all requirements; notice of at least 7 days will be provided before any visit 9a. OUTSOURCE PRODUCT CONTROLS ARE IN PLACE 10.Have the capability to perform machining work and deliver repair parts to meet a yearly production schedule of 600 engines and 200 transmissions 10a. CAPABLE AND WILLING TO STOCK HIGH DEMAND REPAIR PARTS FOR ALL NATIONAL MAINTAINENCE CONTRACT ITEMS ENSURING THAT OUR WORKLOAD CAN BE MET 11.Provide Technical support and assistance as needed or the services and materials provided. 11a.
