- Description
- The United States Air Force Space and Missiles Systems Center (SMC) Military Satellite Communications Systems Directorate intends to issue a sole source, Firm-Fixed Price (FFP) for Labor, and Cost Basis for the ODCs which includes the General Services Administration (GSA) access fee, to the incumbent, Booz Allen Hamilton, Inc., 8283 Greensboro Dr., McLean Virginia, 22102-4904. This is an in scope modification to add GBS 2-way communication for the Joint Terminal Engineering Office/Global Broadcast Services (JTEO/GBS) Systems Engineering & Integration (SE&I) Task Order/Contract FA8808-13-F-0001 to the GSA Alliant GWAC Contract GS00T99ALD0202. GBS 2-way System Engineering and Prototyping (CDRL-A003, A006) -The GBS program is currently moving to the production phase for the next generation of GBS terminals, the AN/TSR-11, which is based upon the new TRANSEC enabled Joint Internet Protocol Modem (JIPM) technology. This initiative will exploit the inherent 2-way functionality of the JIPM, together with the existing terminal baseband elements, to provide FMV backhaul via DoD Gateways in addition to the 1-way reception of disseminated full motion video (FMV) products. The contractor shall support the GBS JPO in delivering all documentation, system architecture, software modifications, and information assurance articles required to ensure SRD requirements are met for a 2-way antenna. The contractor shall deliver test reports on the 2-way antenna and Receive Broadcast Manager (RBM) against the performance requirements, conduct Environmental Qualification tests, and provide certification for the antenna for operations over MILSATCOM (WGS). The contractor shall support the execution of a production contract to include this capability as part of the AN/TSR-11, including delivery of logistics and sustainment elements, including an update of ILS artifacts." The period of performance will be from approximately April 2013 to March 2014. The location of performance will be Hanscom Air Force Base for GBS. This task order will be awarded under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2)(iii). Only one responsible source and no other sources will satisfy the Agency's requirements because the program office maintains cognizance over the protected Satellite Communications market and no other companies have emerged with the capability to meet these requirements without incurring a significant duplication of costs and unacceptable schedule impact to the program. A sources sought was posted on FedBizOpps on 9 April 2012 (SMC #12-66), which was used for market research. In that notice the Government communicated to the industry its intention to create a JTEO/GBS Bridge contract/task order. Only one, the incumbent, responded to the FBO sources sought posting. This notice is for information and planning purposes only; it does not constitute a Request for Proposal. The Government will not recognize any costs associated with submission of information in response to this or previous notices. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a statement of capability, not to exceed 15 pages in length (a page is defined as 8.5 inch x 11 inch sheet, using 12 point Time New Roman font, with 1 inch Top, Bottom, and Side borders.), which shall be submitted within 15 days from posting and considered by the agency. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within discretion of the Government. The size standard for NAICS 541512 is $25.5M and all responses should identify their size against NAICS 541512.
