Description
Under the authority of FAR 6.302-1, Only one responsible source. It is the Government's intent to award a sole source service contract to American Society of Crime laboratory Directors/Laboratory Accreditation Board, 139 Technology Drive Ste J, Garner NC 27529-7970 for annual accreditation mandate for the Armed Forces DNA Identification Laboratory (AFDIL). The American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) will grant the accreditations based on passing inspections audits and personnel testing requirement, in order to maintain the AFDIL's forensic/DNA laboratory accreditation. With the primary mission of the Armed Forces DNA Identification Laboratory (AFDIL) they are required to hold accreditations through the College of American Pathologists (CAP) and the ASCLD/LAB. The DNA Act of the 1998 Crime Bill establishes that each DNA casework analyst must be proficiency tested every 190 days. This is the language echoed by the FBI's DNA Laboratory Quality Assurance Standards document, and mandated compliance by the AFDILis required in order to maintain accreditation status. This notice is not a request for competitive quotations; however, all responsible sources may identify their interest in this requirement or may submit a capability statement to the point of contact identified at this office. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
