- DRAFT Statement of Work (SOW) for the procurement of services for a DTRA's “Office of Treaty Compliance Analytical and Technical Support” requirement. The Defense Threat Reduction Agency (DTRA) is seeking public comments on the DRAFT Statement of Work (SOW) for the procurement of services for a program titled "Office of Treaty Compliance Analytical and Technical Support". Brief Introduction/Summary: The Defense Threat Reduction Agency provides interagency coordination, negotiation support, and technical and analytical support for treaty management activities to the Office of Treaty Compliance (TC) of the Office of the Under Secretary of Defense. The role of arms control treaties/agreements in U.S. national security continues to evolve in parallel with the advancement of increasingly sophisticated offensive and defensive weapon components and weapon systems. In this evolving environment, the DoD must remain fully compliant with the legal obligations imposed by arms control treaties to which the U.S. is a party. The U.S.'s treaty compliance issues are becoming more difficult and more complex, thus requiring Increasingly sophisticated analyses to identify potential treaty compliance problems and ensure that needed DoD programs are executed in a manner compliant with all relevant treaties. In addition, new agreements requiring multilateral negotiations are becoming more prevalent. The geopolitical trend toward multi-lateralism, with many world players having the capacity to acquire modern equipment and weapons of mass destruction, is heightening concerns regarding proliferation. These changes are occurring in the midst of an information revolution, which has the effect of telescoping decision times such that the DoD must now frequently research, analyze and provide in days recommendations that previously might have been done in weeks or even months. (end Introduction/Summary) Attached for review and comments is a draft copy of the Statement of Work (SOW) for the "Office of Treaty Compliance Analytical and Technical Support". DTRA is seeking feedback from interested firms on any ambiguities, inconsistencies, and unduly restrictive requirements listed in the SOW.
