- Additional Questions and Answers: Q: 7. Page 1 Section - LARGE commercial postage meter machine This section has a requirement for Commercial Based Pricing. Commercial based pricing does not offer the full discount allowed for all Federal Government Agencies. It is suggested to Census Bureau to maximize available discounts from the USPS by changing this requirement to Commercial Plus Pricing. Commercial Plus Pricing is for all Federal Agencies replacing Commercial Based Pricing, maximizing available USPS discounts. A: The USCB will consider commercial plus pricing in the bids submitted. The solicitation can't be changed at this point. Q: 8. Requirement states mail system should have the ability to process 300 letters per minute, but does not mention the weigh on the move speed. Typical large volume systems process 310 letters per minute same size mail and 205 letters per minute in weigh on the move. A: Please include the weigh on the move speed in the proposal. Q: 9. Later on page 2 the speed listed is 250 to 300. A speed of 250 to 310 letters per minute is a big characteristic variation. We request that the speed be set to a specific minimum amount closer to what the Agency expects in speed. A: The expected speed is 300 LPM for the volume of letters processed. Q: 10. The Statement of Work requires a web-based system that allows for one database. Is it implied that the vendor host the system? Does USCB require the vendor to perform all administrative functions on the database? Does USCB require one web based consolidated report that can be produced by the system that consolidated data for USPS and Express Carriers from each of the 8 systems? A: The USCB will host the system and perform all administrative functions on the database. The USCB does require one web based consolidated report that can be produced by the system for consolidated data from each of the 8 systems to be submitted to Finance for payment. Q: 11. Page 2 Commercial Postage Meter Machines Requirement states "USCB needs the rental of 195 Information Based Indicia barcode (IBI) commercial digital postage meter machines. This requirement is not defined any further in the SOW or pricing grid. Can the Agency provide further details on this requirement such as speed and connectivity requirements of these 195 systems to the central database? A: The commercial digital postage meter machines provided by the vendor needs to incorporate the IBI (information based indicia barcode) to enhance the security of the postage metering. This barcode is printed by the postage meter with the postage to be placed on each mail piece. This IBI is in conjunction with the commercial based pricing or commercial plus pricing; whichever is offered. See the attached information from the Domestic Mail Manual regarding approved postage meters through USPS. Q: 12. Page 3 lists installation date of Jan 7, and page 4 requires training to be completed by Dec 21. What is the required installation/training date? A: The required installation date would be within 30 days of the award of the contract. Q: 13. Page 7 states "Quotes should NOT include more than 7 total pages of information five (5) pages for Past Performance, one (1) page for Pricing Support information and one (1) additional page of basic quote information." There is no room for Technical Information on the proposed system. Are additional pages allowed to explain the proposed system and the technical approach to satisfying the requirements of USCB? A: Yes, additional pages are allowed to explain the proposed system and the technical approach to satisfying the requirements of USCB. Q: 14. Industry standard for mailing equipment is typically acquired via the GSA Supply Schedule. This solicitation is Open Market. Does USCB look more favorable to a GSA offering? A: Yes, USCB looks more favorable to GSA offering with regards to pricing.
