Description

The Department of Veterans Affairs, National Cemetery Administration is soliciting offers from experienced qualified Service Disabled Veteran Owned Small Business concerns to provide all labor, supervision, materials, equipment, and supplies necessary to perform and complete all work to Raise, Lower, Realignment, Reset, Backfill, the headstones/markers and attached to a marker grid support system that includes but not limited to: clearing and grubbing vegetation, excavation and backfill, marker identification tagging, existing concrete removal and disposal, marker handling, concrete foundation, concrete pre-cast marker support block, marker re-installation with leveling sand, marker cleaning, turf and restoration work. The services will be performed San Francisco National Cemetery, 1 Lincoln Blvd., Presidio of San Francisco, Califronia 94129. Each Offeror must have a regularly established firm in the business called for, who are financially responsible, and able to show evidence of their reliability, ability, experience, facilities and personnel directly employed by them to render prompt and satisfactory service. Contractors that can meet the requirements of the RFP are requested to take into consideration the complexity and extent of the services to be performed. In accordance with P.L. 109-461, this acquisition is restricted to Small Business Concerns Owned and Controlled by Service Disabled Veterans (SDVOSB) concerns. NAICS is 561730, landscaping services, is applicable to this acquisition with a Business Size Standard of $7.0 million. There will be no further pre-announcement of when the solicitation will be posted, however, solicitation documents will be available electronically on or about Jan 25, 2013 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. Prospective offerors are encouraged to attend the site to familiarize themselves with the project, project site and conditions which may affect your cost proposal. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing, in regards to the solicitation documents prior to a site visit, questions are to be emailed to the CO. Solicitation number VA786-13-R-0042 has been assigned and should be referenced on all correspondence regarding this announcement and solicitation. All potential offerors MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. Interested parties shall have current registration and current annual Representations and Certifications in the System for Award Management (SAM) database at https://www.sam.gov/prtal/public/SAM/ at the time of submission. All interested parties MUST be certified in the VetBiz Vendor Information Pages at vip.vetbiz.gov as a Service Disabled Veteran Owned Small Business (SDVOSB) firm at the time of submission.
