Description
The Joint Project Manager for Nuclear, Biological and Chemical Contamination Avoidance (JPM-NBC-CA) will host an UNCLASSIFIED Industry Day on 19 February 2013 for the Next Generation Chemical Detector (NGCD) program. This event will be held in the Conference Center, Building E-4810, Aberdeen Proving Ground - Edgewood Area (APG-EA), Maryland, from 0900 to 1200 local time. The NGCD program is designed to develop and procure detectors for Chemical Warfare Agents (CWAs), Toxic Industrial Chemicals (TICs), and Non-Traditional Agents (NTAs). The detectors are intended for use by the services for a wide range of missions. The JPM-NBC-CA will provide an overview of the NGCD program, performance expectations, test and evaluation scope, security challenges, and concept of operations. Participating vendors may submit written questions during the Industry Day event and up to 1 March 2013 to thuan.t.kecskes.civ@mail.mil and lavetta.d.wynn-smith.civ@mail.mil. The Government will post all questions without revealing their sources and provide answers to all or some of the questions on FedBizOpps. The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) anticipates releasing a Draft Request for Proposal on FedBizOpps prior to the Industry Day to facilitate the discussions. Following the NGCD overview, the Government will hold Single Vendor Sessions in Building E-2800 at APG-EA on the following dates: 19 February 2013 from 1300 to 1700 local time 20 February 2013 from 0900 to 1700 local time 21 February 2013 from 0900 to 1700 local time At this time, the Government will offer opportunities for individual vendors to present UNCLASSIFIED information relevant to the NGCD program. The Government will not answer questions nor entertain discussions at these sessions. Vendors should treat this as an opportunity to provide information only, not as an oral presentation for their proposal. Each interested vendor will have up to 15 minutes to present their current capabilities during their scheduled time slot. Other vendors will not be present in the briefing room. Vendors should note that personnel from MITRE Corporation who support the Government will be present in the briefing room. These MITRE personnel have signed a Non-Disclosure Agreement with the Government. Should a vendor object to MITRE personnel attending the briefing, please notify the Government no later than 1 February 2013. All attendees to the Industry Day and Single Vendor Sessions must be pre-approved by the Government Security Office. Due to limited space, a maximum of three (3) individuals per company may attend. The Government will not permit substitutions to the pre-approved list. To request pre-approval, follow the procedure listed below: a) Industry Day: The vendor shall email thuan.t.kecskes.civ@mail.mil with the names of the individuals attending the Industry Day. Identify each individual as U.S. Citizen or a Foreign National. Foreign Nationals representing their government must submit visit requests through the Foreign Visit System no later than 25 January 2013. Additionally, Foreign Nationals representing the vendor shall provide the following information on company letter attached as a PDF file: 1.Date and time of event: 19 Feb 2013, 0900-1200 2.Name of Visitors: ____________________ 3.Country of Citizenship for Visitor(s): ____________________ 4.a.Is visitor(s) representing their country or company? _______________ 4.b.If company, identify name of company _______________ 4.c.If country, must submit visit request through the Foreign Visit System 5.Topic of event: NGCD Industry Day 6. Event is unclassified 11.Location of event: Building E-2800, Room 103 c) Deadlines for NGCD Industry Day and Single Vendor Session: Submit visit requests for Foreign Nationals by 25 January 2013. Submit visit requests for U.S. Citizens by 1 February 2013. Ms. Kecskes will reply with receipt confirmation. d) Approval: Ms. Kecskes will email the vendor's POC with approval/disapproval of the visit requests upon determination. A Day Pass is required for all visitors to enter APG-EA and must be obtained through the Visitor Center at the Route 24 Gate. To obtain a Day Pass, the individual must present a Government-issued pictured ID (such as a valid driver's license or passport) and the vehicle's registration document. Individuals without these documents will be denied entrance to APG-EA. All vehicles are subject to search by Security Personnel. Cameras and tape recorders are not authorized on APG-EA (phones with built-in cameras/video are allowed, however taking photographs or making videos is prohibited). Individuals are highly encouraged to arrive early and allow time for processing at the Visitor Center. Driving directions: To APG-EA: from I-95, take Exit 77A toward Edgewood. Turn onto MD-24 South and travel approximately 3 miles directly to APG-EA. When approaching the Guard Gates, remain on the right-hand lane. The Visitor Center and parking lot will be on the right. To Industry Day, Building E-4810 Conference Center: from the Visitor Center, proceed to the right-most Guard Gate, stop, and present the Day Pass and IDs to the guard. Proceed straight through the first traffic light. You will be on Hoadley Road. Continue on Hoadley Road for approximately 1.2 miles and a large parking lot will be on your right before the intersection with Austin Road. This is the main parking lot for the Conference Center. Additional parking is across the street and behind the church. No food or drink is allowed in the Conference Center. To Single Vendor Session, Building E-2800: from the Visitor Center, proceed to the right-most Guard Gate, stop, and present the Day Pass and IDs to the guard. Turn left at the first traffic light onto Magnolia Road. Turn left at the blinking light onto Bush River Road. Make an immediate left onto Scully Road. Building E-2800 will be on your left. Visitor entrance is at the front of the building, the side with the smaller parking lot. While on APG-EA: obey all posted speed limits. Some areas limit speeds to 20 mph. Do not use cell phone while driving. Do not pass troop formation in your lane. Do not go to areas other than to and from the buildings specified in your Day Pass. This notice is being issued for planning and information purposes only. It does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort vendors expended in responding to the notice, or participation in this event (to include attendees travel costs), nor will the Government accept proposals as a result of this notice. Meals/refreshments will not be provided at this event.
