- NOTICE OF INTENT TO AWARD - SOLE SOURCE FMS PROCUREMENT PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement to procure eight (8) standard 1:12 Call For Fire Trainer II (CFFT II) systems with Joint Close Air Support (JCAS) Mod Kits for the Afghan National Army (ANA). The CFFT II is a lightweight, rapidly deployable, observed fire training system that provides simulated battlefield training for Fire Support Specialists, Joint Fires Observers (JFO), and Soldiers at the institutional and unit level. This requirement will result in a Firm Fixed Price (FFP) FMS sole-source contract to Fidelity Technologies Corporation estimated at $2,000,000. The Period of Performance (POP) for the CFFT II FMS Afghanistan requirement will be 18 months for the production and fielding of the CFFT II systems, with three (3) 12-month FFP option periods for the contractor logistics support and SME system support, totaling four years and six months. NATO Training Mission - Afghanistan has submitted a Statement of Urgency, and has indicated that the systems are to be placed on contract by the end of April 2013. The effort will utilize FMS non-expiring funds, and includes production and fielding of the base system, the JCAS Mod Kits, a spares package, translation of the screens and documentation to Dari and Pashto, and New Equipment Training (NET). The effort will also include options for contractor logistics support for the duration of the contract following fielding and installation and in-country support of some of their training exercises by a CFFT II Subject Matter Expert (SME). ACQUISITION APPROACH: This action will be awarded in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements. quote mark Fidelity Technologies Corporation is the sole supplier of the current CFFT II system and owns data rights for the Lightweight Laser Designator/Rangefinder (LLDR) simulated military equipment, which is a significant component of the system. Fidelity Technologies is also a qualified U.S. Contractor for export-controlled technical data in reference to CFFT II Foreign Military Sales. The CFFT II systems for Afghanistan cannot be executed under the CFFT III IDIQ W900KK-12-D-0005 due to the fact that production of CFFT III systems will not begin until August 2013. ESTIMATED DOLLAR VALUE: The total contract value for this effort is estimated at approximately $2,000,000. RESPONSES REQUESTED: This notice is provided to verify that no other sources can meet this requirement given the proprietary technical requirements, expedited timeline and cost restraints. This notification is provided for contractors interested in teaming/subcontracting opportunities.
