Description
NOTICE OF INTENT TO AWARD - SOLE SOURCE FMS PROCUREMENT PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement to procure one (1) standard Joint Close Air Support (JCAS) Variant of the Call For Fire Trainer II (CFFT II) system for the Latvian Army. The CFFT II is a lightweight, rapidly deployable, observed fire training system that provides simulated battlefield training for Fire Support Specialists, Joint Fires Observers (JFO), and Soldiers at the institutional and unit level. This requirement will result in a Firm Fixed Price (FFP) Foreign Military Sales (FMS) sole-source contract to Fidelity Technologies Corporation estimated at $460,000. The Period of Performance (POP) for the CFFT II FMS Latvia requirement will be 14 months for the production and fielding of the CFFT II JCAS system. The effort will utilize Section 1206 funds from FY13 NDAA (National Defense Authorization Act), and includes production and fielding of the system, a spares package, installation and New Equipment Training (NET) for the country of Latvia. ACQUISITION APPROACH: This action will be awarded in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements. quote mark Fidelity Technologies Corporation is the sole supplier of the current CFFT II system and owns data rights for the Lightweight Laser Designator/Rangefinder (LLDR) simulated military equipment, which is a significant component of the system. Fidelity Technologies is also a qualified U.S. Contractor for export-controlled technical data in reference to CFFT II Foreign Military Sales. The CFFT II JCAS system for Latvia cannot be executed under the CFFT III IDIQ W900KK-12-D-0005 due to the fact that production of CFFT III systems will not begin until August 2013. ESTIMATED DOLLAR VALUE: The total contract value for this effort is estimated at approximately $460,000. RESPONSES REQUESTED: This notice is provided to verify that no other sources can meet this requirement given the proprietary technical requirements, expedited timeline and cost restraints. This notification is provided for contractors interested in teaming/subcontracting opportunities. DISCLAIMER: This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. No funds are available to account for preparation of responses to this notification. The Government will use the information received to determine whether other sources are available that are capable to satisfy this requirement.
