Description

PRE-SOLICITATION NOTICE FOR THE CONSTRUCTION PROJECT AT ALEXANDRIA NATIONAL CEMTERY LOCATED IN ALEXANDRIA, VIRGINIA WITHIN ARLINGTON COUNTY. THE PRE-BID MEETING WILL BE HELD FOR POTENTIAL OFFERORS. POTENTIAL OFFERORS WILL BE NOTIFIED VIA AMENDMENT AS TO THE DATE, TIME AND LOCATION OF THE MEETING. THOSE POTENTIAL OFFERORS UNABLE TO ATTEND THE PRE-BID MEETING SHOULD MAKE AN APPOINTMENT WITH THE CEMETERY FOR A WALK THROUGH. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting proposals under Solicitation Number VA-786A-13-B-0003 for the following: The contractor shall provide all professional services, labor, supervision, materials, administration necessary for the construction and performance of all work in accordance with the solicitation plans, specifications, drawings, required permits, terms and conditions at Alexandria National Cemetery. Contractor shall prepare site for construction operations, including demolition and removal of existing structures and site elements including but not limited to walls, portions of walls, roofing, and other site features and perform work for restoration or replacement of walls, gates and appurtenances and miscellaneous grading, drainage, paving and other site features as required by the drawings and specifications at Alexandria National Cemetery. COST MAGNITUDE: Between $1,000,000 to $2,000,000. THE AWARD OF THIS FUTURE CONTRACT IS SUBJECT TO THE AVAILABILITY OF FUNDS. CONTRACT DURATION: Performance period is approximately 365 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 236220SIZE STANDARD: $33 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsible service disabled veteran owned small business responding to this solicitation. REGISTERATION: All potential Service Disabled Veteran Owned (SDVOSB) small businesses whom intend to bid as the prime on this construction project must be registered in Vetbiz and Vets 100 prior to award at the following URLs http://www.vetbiz.gov and https://vets100.vets.docl.gov. Not only must the winning offeror be registered in Vetbiz but they must be certified by the Center for Veterans Enterprise (CVE) as an SDVOSB prior to award. The winning contractor will delay award if they are not pre-registered on both sites prior to award. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation for Bid (IFB) details and specifications may be accessed ONLY via FedBidOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation will be released for issue on or about January 31, 2013, via FedBizOpps. Questions must be submitted in writing. They may be sent via email entitled, "Alexandria National Cemetery - Questions." The cut off for questions is February 11, 2013. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. BIDDER'S MAILING LIST: Interested parties should register for the Bidder's Mailing List at http://www.fedbizopps.gov "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer.
