Description
The US Army ACC APG Belvoir intends to acquire on behalf of the Program Manager for Mobile Electric Power (PM MEP) the following Power Distribution Illumination Systems, Electrical (PDISE) end-items: M200 A/P Electrical Feeder System, NSN: 6150-01-308-5672; M100 A/P Electrical Feeder System, NSN: 6150-01-308-5671; M60 Electrical Distribution System, NSN: 6150-01-307-9445; M40 A/P Electrical Distribution System, NSN: 6150-01-307-9446; M46 Electrical Utility Assembly, NSN: 6150-01-208-9751. This requirement is a total small business set-aside, which will result in a five-year, Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract; awarded through the lowest-priced-technically-acceptable selection process. First Article Testing (FAT) is to be performed on two (2) units of each PDISE end-item, as follows; units are to be fabricated 6 months After Receipt of Order (ARO), FAT completed 8 months ARO, FAT Report submitted 9 months ARO, and FAT approval granted 10 months ARO; first production lot expected 480 days ARO. Production lead time is 180 days. The minimum delivery requirement for this effort will be satisfied through First Article Testing units. Delivery is FOB Origin. Federal Supply Class (FSC) code is 6150. The unit of issue is each. It is anticipated that the estimated maximum dollar value over the life of this effort will be $84,400,000.00. All PDISE end-items shall be in accordance with the following Government Parts Lists and Drawings: FEEDER SYSTEM, ELECTRICAL, THREE PHASE, 200 AMPERES/PHASE - PL 13229E6350; FEEDER SYSTEM, ELECTRICAL, THREE PHASE, 100 AMPERES/PHASE - PL 13229E6351; DISTRIBUTION SYSTEM, ELECTRICAL, SINGLE PHASE, 60 AMPS - PL 13229E6352; DISTRIBUTION SYSTEM, ELECTRICAL, THREE PHASE, 40 AMP/PH - PL13229E6353; UTILITY ASSEMBLY, ELECTRICAL, RECEPTACLES AND LIGHTING - Drawing C13226E704. As stated above, it is the intent of the Army to compete the requirements for PDISE using a Total Small Business Set-aside. The effort will be competed under the rules and regulations of Lowest Price Technically Acceptable. The Request for Proposal (RFP) is expected to be released on or about 28 February 2013. In anticipation of issued of the RFP a draft Statement of Work, draft Contract Data Requirements List (CDRLs) and draft TDP is attached for industry review and comment and as a guideline to help determine if products are in compliance with military needs. It is requested that written comments/questions from industry relating to these documents be submitted via the email no later than 3:00 pm EST, 28 January 2013. Comments/questions relating to the RFP should be emailed to Danny Lester, Contract Specialist at danny.w.lester.civ@mail.mil with a carbon copy to Patricia Davis, Contracting Officer at jean.p.davis2.civ@mail.mil. The Email Subject Line should read: PDISE DRAFT RFP, Comments, Your Company Name. The response should include a cover letter providing the company name, address and CAGE Code, Point of Contact (POC), POC Phone Number and POC Fax Number. Please consolidate questions about each document and make sure to include references to SOW paragraph numbers, drawing pages, and or CDRL numbers. The Government will not reimburse interested sources or responders to this notice or documents posted under this announcement, for any costs incurred in responding, or for subsequent exchanges of information. Information submitted does not constitute a proposal, but will be considered an exchange of capabilities and ideas. The Government does not intend to publish the questions and comments received as a result of this announcement; however, the feedback received will be considered in finalizing the requirements. If interested in this opportunity, please continue to monitor the Army Single Face to Industry Website for updates to this requirement. It is desirable that data be received with unlimited rights to the Government. However, it is recognized that proprietary data may be included with the information provided. If so, it is the responsibility of the interested party submitting data to clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum. No Classified data shall be provided via email.
