- NASA/ARC has a requirement for VERIFICATION AND VALIDATION OF FLIGHT CRITICAL SYSTEMS FOR NEXTGEN AA INTEGRATED MODEL CHECKING AND SIMULATION OF NEXTGEN AUTHORITY AND AUTONOMY. NASA/ARC intends to continue the work begun at the University of Virginia (UoV) under the existing principal investigator (PI) who will be taking a new position at Drexel University and the end of January 2013. NASA intends to fulfill this requirement with the same PI through Drexel University. Since the PI has already been working on this effort and has obtained the unique experience necessary to fulfill this requirement, it is imperative that the work continue with the existing team to avoid delay and duplication of effort. Based on the above, it is neither advantageous nor cost effective for the government to re-compete this on-going requirement. Since this is an ongoing effort it would not be advantageous to the Government to re-compete the ongoing requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 24, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
