Description
Synopsis: Dated: January 17, 2013 NOTICE OF INTENT TO USE OTHER THAN FULL AND OPEN COMPETITION IN THE AREA OF MARION, ILLINOIS. AMOUNT: Approximately 9,872 (NUSF) net useable square feet of behavioral medicine and Primary Care Services as an annex space. Future requirements are anticipated to be limited by Simplified Leasing Acquisition Procedures (SLAP) to be less than 10,000 (NUSF). LOCATION: The Government currently occupies 9,872 (NUSF) located at 1301 Enterprise Way, Marion, IL 62959 under a lease that is soon to expire. The Department of Veteran Affairs plans to negotiate a succeeding lease at this location based on economic, mission, and other factors. While the Government has no current plans to relocate, future requirements are currently planned in this location. As such, the government is interested in performing further market research regarding potential sites within the local area. Any future leases will most likely be limited to the following delineated area within the city of Marion, Williamson County, Illinois: Northern Border - DeYoung Street (IL-13) Eastern Border - N. Vicksburg Street Southern Border - W. Main Street Western Border - N. Carbon Street REQUIREMENTS: All services, supplies, utilities, partitioning and required tenant alterations are to be provided as part of the rental consideration. Space must be ready for occupancy NO LATER THAN June 30, 2013. Some of the services usually negotiated for include but are not limited to the following: Heating, Electricity, Power - (setup for specialized equipment), Water (Hot & Cold), Drinking Water, Toiletry supplies, Elevator Services, Window Washing - (to include frequency), Carpet Cleaning - (to include frequency), Janitor and janitorial service, bathroom supplies, snow/ice removal, heating system window washing, lawn and landscaping maintenance, replacement of exterior light bulbs, plumbing maintenance and repair, air conditioning, electrical maintenance and repair, painting, dumpster service, electrical utility service, water service, heating fuel service, replacement of exterior fixtures, Cable TV, telecommunication requirements. This list is not all inclusive, and may vary dependent on the leased facility and the needs of the government. TECHNICAL REQUIREMENTS: The government may, dependent upon the requirement, provide build out costs, but the complete facility must meet all minimum legal requirements, including but not limited to: 1)Must be in full compliance with the American Disabilities Act (ADA), Americans with Disabilities Act Accessibility Guide (ADDAAG) (36 CFR Par 36, App. A), the Uniform Federal Accessibility Standards (UFAS), and the Department of Veteran Affairs Barrier Free Design Guide (PG-18-13, April 2006). Where standards conflict, the more stringent shall apply. 2)Any applicable Seismic Safety requirements for new construction. 3)Building must be outside the 100 year floodplain. 4)National Fire Protection Association Codes, (including but not limited to NFPA 70, 72, and 101). 5)Energy Independence and Security Act (Dec 2011) TERM: Lease terms vary for government leases, this lease is intended to be for a total of five years, with a one year firm term. The Government will have termination rights after one year by giving 180 days written notice to the lessor at anytime on or after the first year.
