Description
The Naval Medical Logistics Command (NAVMEDLOGCOM) intends to award a sole source contract under the authority of FAR 6.302-1 to Oregon Health and Science University (2525 Southwest Avenue Ste 201, Portland, Oregon, 97201) for the performance of research and development (R&D), in support of the Naval Medical Research Center (NMRC). This requirement is Evaluation of Immunogenicity and Protection Conferred by CMV Vaccine Vectors Against Plasmodium Knowlesi Malaria in Rhesus Monkeys. The period of performance is anticipated to be for a 24-month period. The estimated value of the contract is $245,000.00. OHSU is the only responsible offeror that can: (1) Support the generation of CMV vectors encoding malaria antigens. (2) Conduct the rhesus macaque trial, including the appropriate sampling through blood, bronchoalveolar lavage and bone marrow biopsy. (3) OHSU is uniquely positioned to conduct the immunomonitoring required as an outcome measure from the trial. (4) OHSU is uniquely positioned to develop CMV malaria vaccines for human use should the rhesus macaque trial be successful in demonstrating high grade protection against malaria. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by 9:00 AM Eastern Time, 04 February 2013 will be considered by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to thomas.hood@med.navy.mil.
