- THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION AND PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE CONNECTICUT NATIONAL GUARD WILL BOT BE RESPONSIBLE FOR ANY COST INCURRED BY INTERESTED PARTIES RESPONDING TO THIS NOTICE. The intent of this notice is to identify qualified certified 8(a), HUBZone, Service Disabled Veteran Owned Small Business, or Small Business concerns capable of performing restoration services for an M38A1 historical vehicle. The North American Industry Classification Systems (NAICS) Code proposed for this notice is 811121. The size standard for NAICS 811121 is $7,000,000.00. The Contractor will provide all labor, materials, equipment, and supervision necessary to perform all work required in order to restore a M38A1. Scope of project consists of but is not limited to: Body work - Removing dents, sanding, welding, patching and blending interior and exterior (fenders, hood, bumper, floors, and seats). Painting, seat repair, upholstery, tires, exhaust, hardware, engine parts. All restoration will be done in order to complete a working display vehicle. If your firm has an interest in proposing on this requirement as described above, please submit a capabilities statement to Dawn M Whelan via email at dawn.whelan@us.af.mil no later than 10:00 AM 07 February 2013. Please note that due to increased firewall protections some emails may be blocked; therefore, follow-up (if an acknowledgement is not received back via email within 48 hours) is strongly recommended to ensure receipt of your submission by the Government. Request interested firms respond to this notice and include the following in their Capability Statement: (a) Firm's INFORMATION [name, address, phone number, CAGE Code]; (b) Firm's INTEREST to qualify [e.g., prime contractor, teaming partner, job venture, primary subcontractor]; (b) STATUS [e.g., 8(a) [including graduation date], HUBZone-certified small business, Service-Disabled Veteran Owned small business, small business, large business, etc.]; (d) CAPABILITY STATEMENT [Interested contractors must demonstrate a history of relevant experience with a primary focus on firm-fixed type contracts that are recent (within the last three fiscal years), performance history (identified by contract/project number, project title, dollar amount, point(s) of contact with telephone/fax numbers, and in what capacity (e.g., prime, subcontractor, etc.) performed)]; (e) INDUSTRY STANDARDS [Interested contractors must demonstrate a history of relevant experience with industry standards for this type of project. (f) PERCENT OF WORK the firm can commit to accomplishing the referenced project with in-house (no subcontracted) labor. Interested contractors must provide the above information to the points of contacts listed herein. Information submitted shall be in sufficient detail as to allow for government review of firm's interest and capabilities. Responses shall be limited to six (6) pages. Upon review of industry response to this sources sought synopsis, the Government will determine whether set-aside acquisition in lieu of full and open competition is in the Government's best interest. The government reserves the right to set this acquisition aside for Small Business, 8(a), HUBZone, or Service Disabled Veteran Owned small business firms based on the responses it receives. Once the determination has been made to either set-aside the acquisition or solicit on an unrestricted basis, it will be posted on this website. THERE IS NO ANTICIPATED DATE FOR THE POSTING OF THE SOLICITATION AT THIS TIME.
