Description
This is a Source Sought Notice only. This notice does NOT constitute a request for proposal, request for quotes, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set aside for small businesses. Norfolk Naval Shipyard is specifically seeking Small Businesses (SB) with current relevant qualifications, experience, personnel and capabilities to perform the following requirement: The Demineralizer Feedwater is a critical part of waterfront work on vessels being serviced by Norfolk Naval Shipyard (NNSY). This demineralization process allows all impurities and minerals to be stripped from city water to allow it to be used onboard Navy vessels in the boiler and engine of the ship. As a result of the delicate nature of this operation, any water used for this process must be of the highest quality; therefore, these trailers must be monitored and tested daily to ensure that the water meets the specifications in the statement of work. See critical parts of specifications. This requirement is for contractor services to provide feedwater and the portable rigs needed to transport, for use at Norfolk Naval Shipyard (NNSY). Once these rigs are on site, they are connected to a supply line which is city water and the demineralizer system removes all harmful minerals and produces Grade A Water. An effluent (liquid waste) line is connected to the demineralizer rig and this feedwater is used as boiler water, flushes, in the engines and various other locations on the ship. NNSY requires these services to perform daily operations. The proposed contractor will provide sufficient material, labor, equipment, supervision to fulfill all requirements of the contract. The North American Industry Classification System (NAICS) Code for this procurement is 221310 with a size standard of $7.0 Million. This procurement will be awarded using the Simplified Acquisition Procedures 13.5. The Government anticipants a Firm-Fixed Price Contract. The anticipated award date is To Be Announced (TBA). Location: Norfolk Naval Shipyard, Building 1500, 2nd Floor, Portsmouth, VA 23709-5000. Period of Performance: TBA IMPORTANT NOTICE: Interested sources are invited to respond to this sources sought synopsis should email Contract Specialist, Anjune Ennis (Debraux) at anjune.debraux@navy.mil and Contracting Officer, Valerie Moore at valerie.moore@navy.mil no later than 24 January 2013 at 2:00 PM EST. The Government does not intend to award a contract on the basis of this request or otherwise pay for the information solicited.
