Update: The Spares List for the FMS SANG has been attached to this Sources Sought Notification. Update: The Sources Sought Notification for Foreign Military Sales (FMS) Saudi Arabian National Guard (SANG) Contactor Logistics Support (CLS) has been extended to 4 February 2013. Title: Foreign Military Sales (FMS) Saudi Arabian National Guard (SANG) Contactor Logistics Support (CLS) Classification Code: 69 - Training Aids and Devices NAICS Code: 333318 Contract Vehicle: Anticipated to be a Firm-Fixed Price Directed Source Acquisition Closing Date: 3:00 PM, Monday, January 7, 2012 Description: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) is seeking information regarding potential sources for Contractor Logistic Support (CLS) services to support the Engagement Skills Trainer (EST) 2000 for the SANG. The responses to this sources sought will be provided to the SANG and may result in a directed sole source request under a Foreign Military Sales (FMS) program. The resulting contract will be Firm Fixed Price (FFP). The anticipated award will be o/a 30 November 2013 with a period of performance of 36 months. The CLS services will support the SANG's EST 2000 training devices in the Kingdom of Saudi Arabia. The incumbent contractor has established CLS offices/repair depots could need to be established in the SANG's central, eastern and western regions. Services will be provided at 17 sites. An 18th site may be activated at a location determined by the SANG. Ten sites are located on the SANG base Khasem Al An outside of Riyadh. Three sites are located near the new SANG base under construction near Al Hufuf. Four sites are located near Jeddah and Medina. Each training site consists of a 10 lane EST system with a compliment of weapons specific to the resident unit. The awardee would need to lease CLS office/repair depot space which would be equipped with telephone and internet service. The Government would provide a 5 lane EST system for testing and calibration of repaired weapons, tools and test equipment. The successor is not required to use the same spaces or support strategy. Simulated weapons to be supported are: Seven (7) each simulated Remington Shotguns (870) Six (6) each simulated bolt-action FN Ultima Ratio 7.62mm Sniper Rifles with Scrome J10 telescopic sight Thirty-Six (36 plus two spare weapons) each simulated M2 0.50 Cal. Browning Machine Guns each with tripod, pintle, T&E mechanism and a platform to protect the flooring from the tripod feet Thirty-Six (36 plus two spare weapons) each simulated 84mm M2 Carl Gustaf recoilless rifles with iron sights Two Hundred Sixteen (216 plus ten spare weapons) each simulated FN F2000 rifles Eight (8) each simulated FAL Rifles (7.62mm fixed butt stock variant) Fifty-Four (54) each simulated FN P90 submachine Guns Thirty-Six (36) each simulated H&K MP5 9mm submachine Guns Thirty-Six (36) each simulated Browning 9mm Hi Power Pistols Thirty-Six (36) each simulated FN5.7x28mm Pistols Each of the ten lane systems consist of a compressor, two projectors, two projection screen sections, an instructor/operator station with a compliment of air hoses, cables and power cords. Each ten lane system is housed in a 40' x 60' building owned by the SANG. SANG will provide the instructor/operators, utilities and building maintenance. The OPM SANG can make one site available for a site survey/orientation. The OPM SANG can provide cold start procedures available for review. Technical Approach of the CLS Services: a.The contractor shall describe their plan for staffing the effort and maintaining the training devices. b.The contractor shall describe their plans for replenishment of spare parts, track spare parts usage rates, distribution of software upgrades, collection and reporting of logistics and processing and repair of items not able to be repaired in the Kingdom of Saudi Arabia (KSA). c.The selected contractor shall be responsible for obtaining Saudi Arabian visas, work permits and be responsible for support and security of their employees while inside the KSA and for following Saudi laws and regulations. d.The selected contractor must execute and maintain an agreement with the SANG permitting the contractor's employees to transport simulated weapons to and from the repair depots and training sites. Cost Estimate: Provide a cost estimate to include the following: ROM Monthly Cost Transportation Housing Spares Repair Parts Experience: Describe your company's previous experience with providing CLS Services in the foreign country as well as in Saudi Arabia and your proposed approach for this effort. Response Requested: All responses to this Sources Sought Notification are due on or before 7 January 2012, 1200 Eastern Standard Time (EST) to the Contract Points of Contact listed below via email only. The Sources Sought response must be limited to no more than 20 pages (8 X 11 quote mark, 12 pitch), excluding the cover page. Font shall not be smaller than industry standard word processor 10-point Times New Roman. Responses received will be forwarded to SANG for their selection of a contractor.
