- Arcata Associates, Inc. has a requirement for 1 each 100 Watt L/S Band-Redundant solid state power amplifier (SSPA), enclosed in NEMA weatherproof envirement enclosure (outdoor application) with remote RS0233 interface WV Model 1750-1850/2025-2120/100PA-R Rev N/A. Arcata Associates, INc. intends to purchase the items from WV COMMUNICATIONS, INC. 1125A BUSINESS CENTER CIRCLE NEWBURY PARK, CA 91320. WV Communications has a long standing reputation of high reliability transmitter equipment which has been demonstrated at many other ranges as well as here at DFRC. DFRC currently has two identical systems to the one being procured used on the MOF1 and on the MFTS (ATF2) systems. This system has proven to be very reliable and has never failed during mission support regardless of the environment. DFRC had procured with the MOF unit numerous spare components that can be shared between the MOF, MFTS and Triplex systems saving the Government money by not having to procure additional spare components. Other vendors have a long lead time of nearly 12 months. WV communications can deliver the equipment within approximately 120 day ARO. Due to the criticality of the Triplex systems uplink capability, time is of the essence. One vendor (from an earlier procurement) has yet to provide equipment that meets our demanding thermal requirements, below freezing in the winter and exceeding 120 degrees F. in the summertime (we've suffered repeated failures due to temperature of moderate levels, the system cannot be used in the heat of the summer). The criticality of these systems dictates that the system provides reliable uplink commanding regardless of the environment. If the aircraft fly, we must support with reliable equipment. Loss of an uplink signal often terminates a critical mission. Arcata Associates, Inc.intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. local time on Feburary 01, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by Arcata Associates, Inc. not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Arcata Associates, Inc. Oral communications are not acceptable in response to this notice.
