- The U.S. Army Product Manager, Soldier Clothing and Individual Equipment (PM-SCIE) requests capability statements from companies for the purpose of identifying potential sources of Translator Cards to be used by troops deployed in support of Operation Enduring Freedom (OEF). These cards are used by soldiers to communicate with locals in this theater of operation and are broken in to three major categories Translator card (OEF Medical) Translator Card (OEF) Translator Card MP This source sought will be used to help the US Army develop an acquisition strategy to buy these cards in the future. The Government has the following characteristics each of these cards; Translator Card (OEF Medical) The Afghanistan medical facilitates communication between medical personnel and Afghan Pashto- and Dari-speaking patients and contains essential content for dealing with and treating medical needs and emergencies; helps exchange information with patients about symptoms and conditions including falls, bites, wounds, allergic reactions, toxic ingestion, critical pain and illness identification, and medication and treatment options, also includes basic veterinary diagnosis assistance, 9-LINE MedEvac request procedures and drug names translated into Pashto and Dari. Translator Card (OEF) The Afghanistan visual language translator provides a visual language content to assist with weapon, person, and vehicle identification and scenarios such as hostage reward, smuggling, ambush, detainee search, traffic stops and criminal activity, as well as basic travel communication; the card also contains basic improvised explosive device (ied) identification visual language, and has essential words and phrases translated into Iraqi Arabic, Kurdish and Farsi, and written with phonetic spellings so that English speakers can achieve basic spoken communication; assists with detection and deterrence of IED. Translator Card MP The Afghanistan visual language translator card for MP allows instant communication that is independent of language with victims, witnesses, and suspects through visual aids describing crimes including assaults, burglary/robbery, car crashes and theft, traffic violations, and other criminal situations. The card also contains pictures to relay key crime information such as person's physical characteristics, contact information, proof of identity, location and time of the event, and relationships between victim, suspects, and witnesses. Additionally, a complex concept is possible to communicate through combination of pointing to multiple pictures. The findings from this Request for Information effort will may be used to develop a commercial item description, Purchase Description, Etc for future purchase of the cards. This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this Request for Information received by the Government will not be accepted to form a binding contract. This is a Request for Information and does not constitute a solicitation or request for proposal. Capability Packages, including attachments, are limited to ten (10) pages. Any Capability Statements, including attachments, that are not submitted in MS Word and/or MS EXCEL or PDF format will be rejected and considered nonresponsive. Capability Package should include: 1) An example of each card identified above 2) NAICS code(s) under which you will perform this task 3) Company address, telephone number, primary contact(s) with e-mail address (es) and CAGE code. 4) Business size (i.e., small/large/HUB Zone), and DUNS number. (Respondents must be registered in the System for Award Management (SAM) database in order to obtain a DUNS number. (Firms may register with SAM at www.sam.gov. ) GSA contract number (if applicable), and any information that can be used to determine contractor capability for providing similar products, the ability to modify existing products and/or develop new products that could meet the requirements described herein. 5) Minimum and maximum delivery schedule No telephonic submissions will be honored. All product information shall be submitted at no cost or obligation to the government. Interested parties should respond by 1200 EST on 1 February 2013.
