Description

The Navy Experimental Diving Unit (NEDU), Panama City, FL, intends to award a sole-source firm fixed price contract to the Geotechnical Instruments (U.K.) LTD, Sovereign House, Leamington Spa UK CV31 3JR for three new Hyperbaric CO2/O2 Monitors. Geotechnical Instruments is the original manufacturer of the Hyperbaric Monitor and has worked with the US Navy for a period of four years developing, testing, and modifying it to meet the US Navy requirements. Services can only be satisfied from the original source for this contract due to Geotechnical Instrument ™s experience of twenty years manufacturing, testing, and servicing Hyperbaric Monitors for the US Navy. Geotechnical Instrument put extensive effort in manufacturing a second generation prototype monitor using current state of the art electronics. It would take another manufacturer a considerable amount of time to produce a monitor for testing as Geotechnical Instrument is the only source with the in-depth knowledge of Hyperbaric Monitors needed by the US Navy. Thus, Geotechnical Instrument is the only source that can perform this requirement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Department of Defense will no longer award contracts to contractors not registered in the System for Award Management Registration (SAM) database. Lack of registration in the SAM database will make the offer ineligible for award; Registration may be accomplished by accessing the SAM website at http://www.sam.gov/. NAICS 334513 applies.
