Description
DARPA-SN-13-14 Notice of Intent to Award Sole Source Contract For High Energy Liquid Laser Area Defense System (HELLADS) Laser To General Atomics – Aeronautical Systems Incorporated The Defense Advanced Research Projects Agency, Contracts Management Office (CMO), on behalf of the Strategic Technology Office (STO) intends to award an approximately 24-month sole source contract (modification) to General Atomics – Aeronautical Systems Incorporated (GA-ASI), San Diego, CA, to procure a second HELLADS Laser (approximately 12 months) and associated operation and maintenance support (approximately 12 months). GA-ASI is currently developing and fabricating a single HELLADS 150kW laser under Contract Number HR0011-11-C-0105 – a sole source contract awarded as announced via Special Notice No. DARPA-SN-10-08. The first HELLADS laser will be integrated with an existing Air Force ground based beam control capability for field testing through CY2014. In parallel, DARPA and the Office of Naval Research (ONR) have agreed to collaborate to demonstrate a 150 kW high energy laser weapon system against surface ship relevant tactical targets before the end of CY 2014. The existing HELLADS 150 kW laser is committed to the DARPA/Air Force field demonstration and cannot be made available to support the Navy’s desired demonstration schedule. Therefore, DARPA seeks to build a second, identical, HELLADS laser to support the Navy demonstration. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only once source under authority of FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements”. As the sole developer of the HELLADS laser system based on their novel solid-state, continuous wave concept, GA-ASI possesses unique knowledge, capabilities and proprietary intellectual property/data required to fabricate a second HELLADS laser. The same team, resources, and access to in-house laboratories will ensure that a second HELLADS laser is built to the same performance capabilities as the first HELLADS laser which is currently being developed/fabricated. This notice of intent is NOT a request for competitive proposals and no solicitation is currently available. However, interested parties may identify their interest and capability to respond to this requirement. Responses/proposals received within forty-five (45) days after date of publication of this notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. Interested parties may identify their interest and capability to meet the requirements by submitting a white paper and past performance data by no later than 4 March 2013 to DARPA-SN-13-14@darpa.mil.
