Description
Notice of Intent to Sole Source The Department of the Air Force, Air Education and Training Command (AETC) intends to negotiate a Sole Source non-commercial, 5 year (FY13-FY18) indefinite delivery requirements contract with Goodrich Corporation, ISR Systems, the original equipment manufacturer (OEM) for the DB-110 (Dual-Band Visible/IR LOROP) reconnaissance system. This proposed contract action is pursuant to the authority of 10 USC2304(c)(1), as implemented by FAR 6.302-1(a)(2),--Only One Responsible Source No Other Supplies or Services Will Satisfy Agency Requirements. Pursuant to FAR 5.207(c)(16)(i) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The proposed procurement is for initial airborne, ground segment, and imagery analysis training required by the RSAF's DB-110 Sensor Pod Imagery Analysis Program in support of their on-going procurement of the new F-15SA aircraft. Training will consist of a combination of prepared classroom instruction, computer-based self-study, laboratory application, and on-the-job training to include the following: 1. Pod and Mission Planner Operations 2. Ground Station Operations 3. Airborne Segment O&I Level Maintenance 4. Ground Station Maintenance 5. Data Link Operations 6. Train the Trainer 7. Upgrade Courses 8. Imagery Intelligence 9. Sensor Capabilities /Application 10. Analysis and Exploitation 11. Utilization of Products The contractor's unique qualifications or nature of the acquisition requires the use of the authority cited for the following reasons: a. Goodrich Corporation, ISR Systems is the sole provider to deliver the DB-110 with all associated support equipment, initial training, and courseware to the RSAF. RSAF requires specialized mission training to maintain and operate these systems. b. The Goodrich DB-110 is designed for non-commercial application. This tactical dual-band, day/night reconnaissance system has specialized ground station and support equipment specifically crafted for use with the RSAF F-15S/SA program. Goodrich Corporation, ISR Systems is the Original Equipment Manufacturer (OEM). No other contractor is capable of providing this specialized training.
