Description
The Coronado National Forest, Tucson, Arizona, is soliciting via a competitive procurement for Historically Underutilized Business Zone (HUBZone) firms, a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) Construction contract for reconstruction and repair of rangeland fence and water systems. The bulk of the work under the proposed contract will likely consist of rangeland fence projects and will focus on barbed wire fences, braces, gates, cattle guards, and other related livestock containment structures. Clearing and pruning of vegetation and removal of hazard trees along existing fence lines will be required. Water systems projects will likely consist of HDPE pipeline construction to include burying of pipeline, installation of related troughs, water storage tanks and plumbing, solar power systems, water well drilling or water well improvement. For the currently identified projects the typical terrain is remote, mountainous, and rugged. Certain projects will require livestock packing of equipment and supplies and camping for extended periods in remote, sometimes roadless areas, including along or near the international border with Mexico and in federally designated wilderness areas. The project areas contain existing structures that will require removal and proper disposal off-site. Most areas have been affected or will be affected during the term of the contract by wildfire that has destroyed or damaged the existing structures. The scope of this contract may also include new construction and will often include government furnished property. This acquisition is being restricted to qualified HUBZone firms with official business offices in the states of Arizona and New Mexico. In order to qualify a HUBZone firm must be on the List of Qualified HUBZone Small Business Concerns listed on the Small Business Administration (SBA) website at http://www.sba.gov/hubzone. Offers received from concerns that are not certified HUBZone small business concerns located in the states of Arizona and New Mexico shall not be considered. Additionally, all HUBZone firms must be currently registered in the System for Award Management (SAM) database and in good standing as a HUBZone program participant at the time proposals are due, as well as at the time of contract award. The Contract term is for a base period of twelve (12) months and four (4) one-year option periods, for a maximum total period of (five) 5 years. The North American Industry Classification System (NAICS) Code for this acquisition is 238990, All Other Specialty Trade Contractors (Fence/Fencing Installation) and 237110 Water and Sewer Line and Related Structures Construction with a corresponding small business size standard of $14 million and $33.5 million respectively. The estimated maximum dollar value of this procurement, including the base year and all options is $5,000,000 per contract. Task Orders awarded from this contract will range between $2,000 and $250,000. Task Orders may fluctuate below or above this limit; however, contractors are not obligated to accept such task orders under the general terms of the contract. In no event shall an individual task order exceed $650,000. The only work authorized under this contract is work ordered by the Government through the issuance of a task order. The Government makes no representation as to the number of task orders or actual amount of work to be ordered. There is a minimum guarantee of $5,000 during the performance period of the contract. This acquisition will utilize the best value source selection process with the intent to award a minimum of one (1) and a maximum of three (3) IDIQ contracts to the responsible proposer(s) whose proposal(s), conforming to the Request for Proposal (RFP), is most advantageous to the Government. The Government intends to evaluate proposals and award without discussions. Discussions may be initiated if the number of acceptable proposals as per the evaluation criteria in the RFP requires the establishment of a competitive range. The government reserves the right to award no contract when no acceptable proposals are received or less than three contracts if not enough acceptable proposals are received from qualified HUBZone firms with designated offices in Arizona or New Mexico. All USDA Forest Service units in Arizona and New Mexico, especially those impacted by wildfire, are able and encouraged to place orders on the ensuing contract(s) under the same terms and conditions and the appropriate local Davis Bacon wage determination. Other federal land use agencies in Arizona and New Mexico may be authorized to place orders by approval of the Contracting Officer. Selection for award will be based on evaluation of the following: FACTOR 1, Management Approach and Capabilities of the Offeror; FACTOR 2, Organizational Experience of the Offeror and Offeror's Team; FACTOR 3, Past Performance; FACTOR 4, Safety; FACTOR 5, Price. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted to the Federal Business Opportunities (FEDBIZOPPS) website at http://fbo.gov/ on or about February 1, 2013. IT IS THE CONTRACTOR"S RESPONSIBILITY TO CHECK THE WEBSITES DAILY FOR ANY AND ALL AMENDMENTS TO THIS SOLICITATION. Plan holders lists will not be faxed and will be available only at the FEDBIZOPPS Internet website address listed above. Receipt of proposals will be due on or about March 4, 2013. A pre-proposal conference will be held approximately two weeks after the issuance of the RFP. Further information regarding the pre-proposal conference will be posted to above Federal Business Opportunities website at a later date.
