- Description
- The justification for this sole source procurement is due to Kirila Fire Training Facilities being the only certified service provider to work on the Aircraft and STructural Fire Training Facilities (AFTF). Kirila is the only contractor certified to provide inspection and repair of AFTF in accordance with AF Force Technical Order 35E1-2-13-1. Kirila has made modifications to the AFTF and these modifications were approved by HQ/AFCESA. Lackland AFB-AFTF facility has been identified as a test base for modifications. Based on Tech Order 35E1-2-13-1 Kirila contractors have proprietary knowledge of the design and specification of the AFTF. This requirement consists of Quarterly and Annual compliance inspections of the Aircraft Fire TRaining facility, General Maintenance and Structural Burn Building Annual Inspection.
