Description
Attachment 3 - Wage Decision Attachment 2 - Drawing Attachment 1 - Performance Work Statement dated 15 January 2013 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number FA46643008A001 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 5002-62, Effective 20Dec12 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20121231. It is the contractors' responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://farsite.hill.af.mil//vffar1.htm. This requirement is being issued as a 100% small business set aside acquisition. The North American Industrial Classification System (NAICS) Code is 561730 with a small business size standard of $7,000,000. The government intends to issue a firm fixed price purchase order. The contractor shall provide non-personal services to include all personnel, equipment, tools, materials, supervision, and other items necessary for tree removal, weed abatement, fence repair and a water heater replacement at Norwalk Tank Farm located at 15306 Norwalk Blvd in Norwalk California in accordance with the attachment 1. Performance Work Statement (PWS) dated 15 January 2013, attachment 2. drawing dated 16 January 2013 and attachment 3. Wage Determination No 2005-2047 Revision 13, dated 13 June 2012 which are attached to this RFQ and shall become a part of the resulting contract award. Submitted quotes must be complete, self-sufficient, take no exception to the PWS, and respond directly to the requirements of this RFQ. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. The Government will evaluate submitted quote utilizing the Lowest-Price-Technically-Acceptable (LPTA) selection process. The following factors will be used to evaluate the proposals: (1) Technical Acceptability, and (2) Price. Technical acceptability shall be evaluated as acceptable or not acceptable. In order to be rated acceptable contractors must provide technical information demonstrating at least five years experience in landscaping, fencing and plumbing and must show proof of C27, C13 and C36 license certification. Price evaluation shall be based on the lowest reasonable price. Price will always be an important factor; therefore, offerors should make diligent efforts to control costs and submit fairly priced quotes as each offeror's quoted price will be evaluated for reasonableness. Evaluation of proposals may be made without discussions with the offerror(s). The Government will award a contract to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the government according to FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Quotes must be for all items stated, partial quotes will not be considered. Only firm fixed price offers will be evaluated. Award will be made (all or none) to one vendor. Site walk participants are to meet at the Norwalk Tank Farm located at 15306 Norwalk Blvd, Norwalk CA. It is recommended that you arrive early as there can be a delay at obtaining access to the facility. PLEASE NOTE: Individuals attending the site walk must present their drivers license, vehicle registration and proof of insurance in order to be allowed on to the facility.
