- Description
- The USPS is soliciting proposals to remove existing and install eight new escalators at the USPS Processing & Distribution Center, 25 Dorchester Avenue, Boston, Massachusetts. Estimated cost of the work is between $2,000,000 and $3,000,000 with construction completion no later than four hundred fifty (450) calendar days after receipt of the Notice to Proceed. There will be a pre-proposal meeting for this project on February 7, 2013, at 10:00 a.m., on site (meet in lobby). Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting Greg Love, Operations Industrial Engineer, at (617) 654-5071. Technical inquires are to be addressed to Project Architect Engineer Edward (Ned) Taylor of McKinnell, McKinnell & Taylor, Inc. at (781) 878-6223 X213 or Project Manager Michael D. Requests for Information (RFI) must be submitted in writing to the Project Architect Engineer, Edward (Ned) Taylor (etaylor@mm-t.com) of McKinnell, McKinnell & Taylor, Inc. by 3:00 p.m., February 13, 2013. Responses are expected to be issued by February 15, 2013. As part of the evaluation process, all offerors MUST SUBMIT a COMPANY HEALTH & SAFETY PLAN. Prior to award, the successful contractor will be required to submit a PROJECT SPECIFIC SAFETY PLAN acceptable to the USPS Contracting Officer. NOTE: The attached USPS Northeast Area Environmental Health and Safety Guide Checklist must be reviewed, completed, and signed by both the USPS Facility Manager and a representative of the successful contractor before work can begin. Since construction time will exceed sixty (60) days, contractor is bound by USPS Contractor's Screening Requirements. In accordance with USPS contracting requirements, awards exceeding $1,000,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued and a quarterly web-based SMWOB report after issuance of NTP. The successful offeror will be required to submit a project specific Management Plan. MINIMUM REQUIREMENTS: Minimum Years in Business: Company must show proof they have been in the escalator construction business for a minimum of five (5) consecutive years. Prior Experience: Contractor must provide two examples of being the prime contractor for removing and replacing escalators in a government, commercial, or manufacturing-type building completed in the past five years at a cost between $1.5M and $7.5M. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation that automates, standardizes, and streamlines the sourcing of facilities. Once a supplier completes the registration process, the Postal Service will review the entry within one (1) business day to ensure it is complete and accurate. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to February 15, 2013 at 11:59 PM (EST). Each organization must "accept" the Invitation in order to place a proposal in Emptoris. Any required documentation may be attached to your proposal after submitting total dollar amount of proposal in Emptoris. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
