Description
This is a COMBINED SYNOPSIS/SOLICITATION for COMMERCIAL ITEMS prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Vendors shall provide rate sheets and a written solicitation will not be issued. Solicitation Number L13PS00132 is used as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-61. NAICS code 115310; size standard $7.0M. Background: Timber Sale Purchasers select the mill to bring their logs to. Once the Purchaser selects the mill, the Government must use the scaling service used by that mill. BPAs will be issued for the log scaling service associated with each mill. DESCRIPTION OF WORK This RFQ will result in multiple BPAs for statewide log scaling services at various mills for all Oregon/Washington Districts to ensure all areas of support are covered. Item 0001, Statewide Log Scaling and Other Services. Please provide all geographical areas your scaling bureau covers within Oregon/Washington and identify the mills serviced. Firm fixed price call orders will be placed against the BPAs. Rates for scaling services shall be paid using the vendors current rate schedule, given rates are fair and reasonable. The Contractor shall utilize the Northwest Log Rules, Eastside Rules (short log rules), and/or scaling in cubic units, which shall be done in accordance with the National Forest Cubic Scaling Handbook, FHS 2409.11a, as supplemented, including supplements that are issued during the contract period. The Smalian Formula shall be used to determine cubic foot volume. Payments will be made upon receipt of billings from the Contractor, through Invoice Processing Platform (IPP). Payments will be processed upon receipt of the invoice within 30 days through electronic funds transfer by the BLM National Business Center in Denver. PERFORMANCE TIME: The Blanket Purchase Agreements (BPAs) will be awarded for five (5) years.
