Request For Information Program Title: Spectrum Monitoring and Engineering Control System (SMECS) Introduction: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Program Manager Training Devices (PM TRADE), Product Manager Combat Training Instrumentation Systems (PM CTIS) has a requirement to procure equipment for the Life Cycle Replacement of the current Spectrum Monitoring and Engineering Control System (SMECS) located at the National Training Center (NTC), Fort Irwin, California. Acquisition Strategy Planning Information (Draft): Contract Vehicle: TBD Contract Type: FFP - Lowest Price Technically Acceptable Acquisition Time Estimates: Sources Sought Release Feb 2013 RFP Release March 2013 Contract Award June 2013 Requirement: Product Manager for Combat Training Instrumentation Systems (PM CTIS) has a requirement to procure equipment for the Life Cycle Replacement of the current Spectrum Monitoring and Engineering Control System (SMECS) located at the National Training Center (NTC), Fort Irwin, California. These efforts include the procurement and installation of the hardware and software components to provide continuous monitoring of the electromagnetic spectrum and direction finding of basic electromagnetic radiation parameters in the frequency range of 20MHz to 3GHz. The SMECS will consist of two fixed locations and one mobile system for detection and direction finding. The two fixed systems will be located remotely on Tiefort and Granite Mountains and will be controlled from the SMECS monitoring station to be located in the Spectrum Management Facility, Building 6252. The mobile portion of the SMECS hardware will be installed in the NTC G6 HMMWV (V-30B) communications shelter. In addition, it is anticipated that delivery of initial spares, New Equipment Training (NET), and integration/testing support will be necessary. Background Information: Spectrum Monitoring and Engineering Control System (SMECS): SMECS is a subsystem of the National Training Center - Instrumentation System (NTC-IS). The SMECS is a stand-alone system. SMECS provides the means to monitor, measure, and record all relevant NTC electromagnetic emissions that may interfere with the NTC or regional area surrounding Fort Irwin, CA. It has the capability to track signal sources via fixed site and mobile direction finding. The SMECS is comprised of two components, a Real Time Monitoring Frequency (RTMF) component and a Direction Finding (DF) component. Real Time Monitoring Frequency (RTMF) Component: The RTMF component equipment is located at two fixed sites, Tiefort and Granite Mountains and controlled from the Spectrum Management Facility, Building 6252. Data and control functions for the RTMF are provided via the Range Monitoring and Control Subsystem (RMCS) fiber-optic component. The RTMF provides a real-time monitoring function to assess the battlefield spectrum during exercises and supports regional frequency management monitoring and control functions. The RTMF component of SMECS continuously monitors the electromagnetic spectrum over a frequency range from 20 MHz to 40 GHz. Direction Finding (DF) Component: The DF component provides the capability to continuously monitor electromagnetic radiation in the frequency range of 20 MHz to 1 GHz, and upon operator selection, accurately display the line of bearing to the source of any signal of interest. The DF component consists of three discrete components: a free ranging mobile DF, mounted on the NTC G6 HMMWV, and two functionally identical fixed sites located on Tiefort and Granite Mountains, which are remotely controlled from the Spectrum Management Facility, Building 6252. These sites send and receive data and commands via the RMCS fiber-optic component. Follow-on Industry Meetings: The Government intends to release a draft set of technical documents and draft acquisition strategy information under a Sources Sought release in Feb 2013. The Government does not plan to conduct an Industry day for this effort. RFI: As a part of Market Research, the project team requests interested Prime contractors provide a no more than 5 page product summary of existing fielded capabilities currently in use in a military/Government operational/training environment supporting the same or similar requirements. Responses must include evidence of being capable of meeting a 12 month after contract award delivery schedule with no development funding provided and please state the feasibility of fielding in 6 months. The Government would also like to know whether the Prime contractor is an awarded STOC II contractor and their designated under Lot I or Lot II. Should you be a Small Business that is expecting to be prime contractors for this effort please state how you will meet the limitations on subcontracting as set forth in FAR 52.219-14.
