Description
The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), is conducting a Market Survey/Request for Information for contractor support to provide overhaul, repair and modification services for the following propeller assemblies: (1) Hartzell Model HC-B4MP-3B Propeller Assembly and Blade Design M10476 (applicable to the Beechcraft Super King Air Model 300). (2) Hartzell Model HC-B3TN-3B Propeller Assembly (applicable to the Beechcraft King Air Model C90), and (3) Hartzell Model HC-E4N-3N / D8990SK Propeller Assembly The contractor must be a Federal Aviation Administration approved repair facility, with appropriate ratings for each propeller type used on Federal Aviation Administration aircraft. The facility must perform work in accordance with Hartzell Maintenance Manual. Inspection, repair, and overhaul of propeller assemblies requires a high degree of skill; therefore, personnel with inspection and supervisory responsibilities are expected to have an FAA Propeller Repairman ™s Certificate and a minimum of 18 months practical experience with Hartzell propeller assembly overhauls. Personnel inspecting, repairing, and overhauling Hartzell propeller assemblies must have adequate training and experience in accordance with Federal Aviation Regulations Part 145.151. All major repair work must be accepted by an FAA certified maintenance technical and hold a Factory Training Certification from Hartzell Propeller. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will NOT pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor ™s expense. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of fulfilling this requirement. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The primary principle North American Industry Classification System (NAICS) code anticipated for this effort is 336413, Aircraft Propellers and Parts Manufacturing, with a Small Business Size Standard of 1000 employees. HOW TO RESPOND TO THIS MARKET SURVEY: Interested contractors should submit the following documents to the point of contact listed at the bottom of this announcement: 1. Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. 2. Capability Statement - This document should identify: a) Type of services provided by your firm, which should address your experience with the task required in the PWS. b) Size and type of services provided under previous contracts (elaborate and provide detailed information and past performance). c) Number of years in business 3. Qualifications- Please address your company's ability to fulfill this requirement in accordance with the attached DRAFT PWS. 4. Please indicate if your company currently offers these services through a General Services Administration (GSA) Federal Supply Schedule (FSS) or Multiple Award Schedule (MAS) or other contractual vehicle. 5. Please provide general information regarding the range of costs typically charged for fulfilling this type of requirement. The FAA may use the information for informational purposes ONLY and it is NOT binding in any way. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. Attached is a DRAFT of the Performance Work Statement (PWS). Respondents are encouraged to review the PWS and provide comments. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
