Description
Notice of Intent to Sole Source The Department of the Air Force, Air Education and Training Command (AETC) intends to negotiate a Sole Source noncommercial, 5 year (2013-2018) requirements contract with Northrop Grumman Systems Corporation (NGSC), the original equipment manufacturer (OEM) for the Royal Saudi Air Force (RSAF) E-3 Airborne Warning and Command System (AWACS) Radar system with the Saudi Radar System Improvement Program (RSIP) upgrade. This proposed contract action is pursuent to the authority of 10 USC2304(c)(1), as implemented by FAR 6.302-1(a)(2),--Only One Responsible Source No Other Supplies or Services Will Satisfy Agnecy Requirements. Pursuent to FAR 5.207(c)(16)(i) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The proposed procurement is for courseware development and training required by the RSAF in support of their on-going procurement of the Saudi RSIP upgrade. a. The initial requirement is to develop instructor courseware and student materials to support the objectives of training to provide the necessary skills to operate and maintain the RSAF RSIP modified aircraft systems, subsystems, and related support equipment. The courseware and student material will be used to support academic training consisting of lecture/discussion sessions and laboratory exercises, as well as course execution including student academic and practical evaluations to validate and reinforce learning and course materials to support testing procedures and on-the-job training (OJT). b. Once the instructor courseware and student materials are delivered, Air Force Security Assistance Training's requirement will be to provide training and technology transfer of AWACS AN/APY-2 radar knowledge and skills to 40 RSAF, Specialty 197X2, students under Foreign Military Sales procedures. Initial skill training and technology transfer for AWACS Radar Maintenance Technicians will include a combination of prepared classroom studies, computer-based self-study, and hands-on practical application at the contractor's CONUS facilities which houses NGSC's systems integration laboratory. This laboratory provides the training support equipment. The contractor's unique qualifications or nature of the acquisition requires the use of the authority cited for the following reasons: NGSC is the designer, manufacturer and owner of the proprietary data (radar drawings and radar technical manuals) for the RSAF AWACS AN/APY-2 radar system and is uniquely qualified to provide the total requirement. NGSC is the only source possessing the highly specialized radar knowledge, hardware, and necessary personnel skill sets to satisfy RSAF's requirement. NGSC is uniquely qualified and capable to develop instructor courseware and student materials and to provide training and technology transfer of AWACS AN/APY-2 radar knowledge, and skills, to RSAF students. In addition, NGSC owns the only AWACS AN/APY-2 radar systems integration laboratory, which provides the necessary training environment.
