- Attachment 2 Attachment 1 Request for Proposal document SF33 - Cover page that must be submitted with proposal The solicitation is open for proposal submission as of January 18, 2013. Questions will be accepted through 12pm on February 1, 2013. The Food and Drug Administration requires the continuation of a data system that accumulates and reports on results of milk testing for animal drug residues. It is anticipated that an award will be made for a 12 month base year with 4 option years. The data collected will include information on the source of the samples, when analyses were conducted, number of analyses, methods used and results by drug and methods. The data will need to be recorded, summarized and distributed to interested parties. The results are collected from industry, state and federal agencies on a monthly basis. The contract requires knowledge of the methods used for testing milk for drug residues, (including screening and laboratory techniques), interfacing with the National Conference of Interstate Milk Shipments (NCMIS), maintenance and operation of the database system (information is saved in Dbase III), and interpretation, guidance and information on the technical aspects of the data. A clear and practical knowledge of National Milk Drug Residue Database and how the data will be obtained from the states, industry, and other federal agencies is also required. Travel to NCMIS is required each year. The solicitation will be available on or about December 31, 2012 on the FedBizOpps website at http://fedbizopps.gov. Prospective offerors are responsible for downloading the solicitation and amendments. Hard copies will be provided to individuals eligible under the American with Disabilities and Rehabilitation Act upon request. This procurement has been reserved for small businesses (NAICS 518210).
