- THIS REPLACES N40085-12-R-7723 THIS SYNOPIS IS NOT A REQUEST FOR PROPOSALS. IT IS A PRE-SOLICITATION NOTICE The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible SMALL BUSINESS firms capable of performing Design-Bid-Build construction services for a Medical Clinic Replacement in the Camp Lejeune, North Carolina area. The magnitude of this construction project will be between $10,000,000 and $25,000,000. THIS COMPETITION IS A SMALL BUSINESS SET-ASIDE. THIS PROCUREMENT IS BEING SOLICITED ONLY TO SMALL BUSINESS FIRMS. The appropriate NAICS Code is 236220. This will be a Design-Bid-Build (DBB), Best Value Trade-Off solicitation. When the actual solicitation is issued, plans and specifications will be available for download (only) from either www.fbo.gov or https://www.neco.navy.mil websites. P8144 Construction consists of a multi-story facility with steel frame, reinforced CMU with brick veneer and concrete foundation with cast-in-place piles and standing seam metal roof. Clinic workspace supports treatment and medical administration activities including pediatrics, dermatology, traumatic brain injury, EDIS, optical lab, information management, and general medical administration. Supporting facilities will include utilities, communications, paving, parking, sidewalks, site improvements, landscaping, and roadway signage. The existing Berkeley Manor Bldg 5400 complex will be demolished. The project will be designed in accordance with the criteria prescribed in Unified Facilities Criteria UFC 4-510-01. DoD Minimum Antiterrorism Standards for Buildings UFC 4-010-01. Barrier-free design in accordance with DoD ABA (Architectural Barriers Act) Accessibility Standard and DEPSECDEF Memorandum "Access for People with Disabilities" dated 10/31/2008, Evidence Based Design principles, MHS World Class Checklist Requirements (Version 2.0. 2011 ), Executive Order 13514, DoD Strategic Sustainability Performance Plan (SSPP), and the Energy Policy Act of 2005 (EAPct05), and other applicable codes and regulations. The project will be designed to LEED 3.0 Silver Certified Rating Standard. Operation and Maintenance Manuals, Commissioning, and Comprehensive Interior Design will be provided. Air Conditioning: 65 Tons. Sustainable design principles will be included in the design and construction of the projects in accordance with Executive Order 13123, NDAA for FY12, H.R. 1540-399 and other laws and Executive Orders. Facilities will meet LEED ratings and comply with Energy Policy Act of 2005. In accordance with Executive Order 13123 and H.R. 1540-399, Offerors shall not propose LEED Gold or LEED Platinum Certification for this requirement. If proposed, it may render the proposal ineligible for award. Low Impact Development will be included in the design and construction of this project. This project will provide Anti-Terrorism (AT) features and comply with AT regulations, physical security and progressive collapse mitigation in accordance with DOD Minimum Anti-Terrorism Standards for Buildings. The approximate Solicitation Release Date of the solicitation is anticipated to be no later than 01 February 2013 and will be posted on the NECO and FedBizOps websites. This solicitation, including all specifications, will only be available in downloadable electronic format. ALL DOCUMENTS will be in the Adobe Acrobat PDF file format and downloadable from the Navy Electronic Commerce Online (NECO) website.
