Description
Synopsis: THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATION TO BID NOTICE. This is a Sources Sought Notice and should not be construed as a solicitation announcement. The purpose of this notice is to gain knowledge of potential qualified businesses concerns, both U.S. and Foreign, capable of performing Operations and Maintenance Services on critical infrastructure throughout Afghanistan. Since all of the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. This announcement is a formal Request for Information (RFI) only. The information received by the United States Army Corps of Engineers (USACE), Middle East District shall be used for market research to arrive at the most suitable approach of acquiring various life support services to support and sustain USACE and Joint Office personnel stationed Outside the Continental United States (OCONUS) performing operations at field locations within the United States Central Command (CENTCOM) Area of Responsibility (AOR). The CENTCOM AOR extends to 20 countries: Afghanistan, Bahrain, Egypt, Iran, Iraq, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Oman, Pakistan, Qatar, Saudi Arabia, Syria, Tajikistan, Turkmenistan, United Arab Emirates (UAE), Uzbekistan, and Yemen. The Middle East District contemplates award of a performance-based life support services single award task order contract that will have a maximum estimated contract capacity of $9.9 Million to support a 36 month period of performance. The period of performance shall comprise a base period of performance and two optional performance periods. The basic description of the Middle East District's need is to acquire acquiring contractor-provided life support services for operational field staff stationed within the CENTCOM AOR. Life services include but are not limited to housing and housing management, ground transportation services (including fuel), housekeeping (custodial or janitorial) services, mobile telephone services, and field office facilities management which includes but is not limited to the establishment of project offices/sites and the associated upkeep of the facilities, systems and components through contractor-provided preventive maintenance checks and services (PMCS) and maintenance and repair(M&R). The Middle East District looks for industry to provide current, accurate, and relevant information to determine whether the Government's needs can be met by services of a type customarily available in the common marketplace; service of a type customarily available in the marketplace with modifications; or services used exclusively for government purposes. The submission of this information is for planning purposes only. It is not to be construed as a commitment by the Government to procure any services, nor does the Middle East District intend to award a contract on the basis of this request for information or otherwise pay for the information solicited. This notice is for market research purposes only and is not a request for proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Cover letters and extraneous materials (brochures, etc.) will not be considered.
