- Redacted J&A Solicitation Number: SPM7L5-12-R-0032 Engine, Diesel Quantity: 69 each Destination Information: New Cumberland PA Delivery Schedule 50 days All responsible sources may submit an offer/quote which shall be considered. All offers shall be in the English language and in U.S. dollars. This acquisition is not set-aside for small businesses and is being solicited unrestricted. While price may be a significant factor in the evaluation of offers, the final award decision will be based on a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. This solicitation will be available on the internet at https://www.dibbs.bsm.dla.mil/rfp after the issue date of 03 October 2012. Hard copies of this solicitation are not available. This item is being procured in accordance with Kohler Co. Engine Plant Division (52845) part number ED3B29E4. Based on market research, this item is not manufactured for military use only and is a commercial item. Therefore, the Government is using the policies contained in FAR Part 12 in its solicitation for this item. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of an on-line auction, offeror's proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offeror's (although it will be known to the Government) and only generic indicators will be used publicly for each offeror's proposed pricing. By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307. The items under this acquisition are not subject to an Agreement on Government Procurement approved and implemented in the U.S. by the Trade Agreements Act of 1979.
