- Questionnaire in PDF format Introduction: THIS IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. THIS REQUEST IS NOT A SOLICITATION AND DOES NOT REPRESENT A COMMITMENT FOR FUTURE ACTION. PLEASE DO NOT SUBMIT A PROPOSAL. This RFI is being issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. The subject RFI is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. Response to this RFI is strictly voluntary and will not affect any Contractors', Consortia, or Research Institutions' ability to submit an offer if, or when, an acquisition solicitation is released. However, we highly encourage you to reply. There is no entitlement to payment by the Government of direct or indirect costs or charges that arise as a result of the submission of information in response to this RFI or attendance at the site visit. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Respondents of this RFI may be requested to provide additional information / details based on their initial submittals. The Government reserves the right to select one, some, or none of the submissions for further investigation. Contractors who submit information in response to this RFI do so with the understanding that U.S. Government personnel as well as their support Contractors may review their material and or data. Requirements: The Air Force seeks to provide for rapid transition of medical products and capabilities from the laboratory to the field through minor modifications and enhancements that integrate Commercial Off-the-Shelf (COTS) and near-COTS products available in industry into the military operating environment. Efforts will include expanding existing fielded systems to enable the detection, identification, and quantification of health hazards; modify existing commercial technology to provide enhanced care capabilities both in theater and in garrison; and enhance current technology for treatment of illness or injury thereby substantially improving treatment and outcomes. The Air Force will capitalize on existing COTS/near-COTS solutions to provide for patient warming and cooling; detect, identify and quantify naturally occurring microbial volatile organic compounds in water, soil and air that pose a health hazard to operators / occupants; provide multiple channel wound evacuation; and deliver optimized patient warming and cooling capabilities to patients and providers through means that are available in the market now. To meet these needs the Air Force will leverage highly mature technology with a demonstrable potential for military application, but require minor modifications in order to meet military unique mission requirements and rapidly transition these to the field. The ability to utilize enhanced or modified COTS (mCOTS) solutions to meet Air Force operational requirement is a cost effective approach to meeting mission requirements. If implemented, this program will be maximized to ensure war fighters have the appropriate technology at hand to care for the wounded at the point of injury through definitive care and on to rehabilitation/reintegration at the best cost and schedule to the taxpayer and Air Force operational community. General Information: Given the rapid pace of new technology development, evolution of existing technologies and high costs associated with long-term new technology development for military missions, it is imperative that the Air Force leverage commercial sector advances in technology development for employment in Air Force operations whenever possible. Proving the readiness of candidate commercial products and capabilities for adaptation to military use will be an important aspect of consideration under any potential procurement action. DoD Instruction 5000.2 and the Defense Acquisition Guidebook (DAG: acc.dau.mil) provide guidance for maturity assessment based on Technology Readiness Levels, defined as follows: RESEARCH AND DEVELOPMENT: activities that most likely occur in a basic laboratory setting, prior to identification of a sponsoring organization. TRL 1, Basic principals observed and reported. TRL 2, Technology concept and/or application formulated. TRL 3, Analytical and experimental critical function and/or characteristic proof-of-concept. TECHNOLOGY DEMONSTRATION: activities that occur as a result of funding provided by a sponsoring organization. TRL 4, Component and/or breadboard validation in laboratory environment. TRL 5, Component and/or breadboard validation in a relevant environment. TRL 6, System/subsystem model or prototype demonstration in a relevant environment. PRODUCTION AND DEPLOYMENT: activities that occur once the technology has been transferred from the sponsoring organization to the customer or end user. TRL 7, System prototype demonstration in an operational environment (prototype near, or at, planned operational system). TRL 8, Actual system completed and qualified through test and demonstration (technology has been proven to work in its final form and under expected conditions). TRL 9, Actual system proven through successful mission operations (actual application of the technology in its final form and under mission conditions).
