NAICS 541712, with a Size Standard of 500 employees for reporting action purposes. There are no set-aside restrictions for this requirement. STATEMENT OF WORK Work to be performed: As part of the RR&D grant titled, Auditory Rehabilitation from the Perspective of the Significant Other (No. C7067W), we require the professional services of an expert in coding motivational interviewing practices in healthcare using recognized scoring system on a contract basis. The goal of one of the phases of this research grant is to examine the effect of enhanced patient-centered counseling (PCC) and the influence of spousal involvement in pre-fitting counseling on patient hearing-aid satisfaction and outcome. This will be accomplished by assigning couples to one of four experimental groups. Two of the groups (the ones using PCC) will utilize components of motivational interviewing. All of the intervention sessions will be audiotape recorded, so that they can be coded to see how consistent/not consistent they are with motivational interviewing. Language and behaviors of the significant other also will be assessed using a recognized scoring system. This individual, (Ms. De Francesco) will have extensive experience with assessing treatment fidelity. This person also needs to have substantial experience with the proposed coding instruments (which she will be responsible for obtaining). Ms. De Francesco has trained with the developers of such coding instruments. During her review of session recordings, Ms. De Francesco may have exposure sensitive protected health information (PHI). If Ms. De Francesco were to have access to sensitive PHI, she would be required to complete VA Information Security and Privacy/HIPAA training first. Should requirement arise and training is complete, NCRAR will sponsor Ms. De Francesco for PIV badge and system access. The statutory authority for restricting competition under SAP, or Single Sourcing, for acquisitions under $150,000 or Simplified Acquisition Threshold (SAT) is 41 U.S.C. 253(c), as implemented by FAR 13.106-1(b)(1). This justification is where in accordance with FAR 6.001(a), acquisitions conducted under FAR 13 for SAP are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2, IAW the VHA SOP for Other Than Full And Open Competition dated 3-22-2011. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
