- THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION. The Federal Bureau of Prisons (BOP) anticipates issuance of solicitation IFBP04141300001 for the award of a firm fixed-price contract for repair of the Building 10 chiller at the U.S. Medical Center for Federal Prisoners (USMCFP) Springfield. USMCFP Springfield is a federal correctional facility located at 1900 W. Sunshine St., Springfield, MO 65807. The project consists of furnishing all equipment, materials, and labor for the complete construction of the work in accordance with federal, state, local, and national building codes. The work is required within the confines of the secure perimeter. The project consists of re-tubing a 211 ton, water cooled, direct steam fired, single-stage, absorption chiller. The work includes installation of new tubes that meet Carrier specification or equal; removal and storage of the lithium bromide solution and water charge for re-use; removal and replacement of all 87 condenser tubes and all 153 absorber tubes; pressure vessel test; evacuate charge and trim machine, draw and send a lithium bromide sample to a qualified lab for analysis; removal and replacement of existing cooling tower. The performance period for the project will be 75 calendar days from issuance of the notice to proceed. Pursuant to Federal Acquisition Regulation 36.204, the estimated magnitude of the project lies between $100,000 and $250,000. The solicitation will be available on or about February 11, 2013. The solicitation will be distributed solely through the General Services Administration's (GSA) Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. All future information about this solicitation, including any amendments, will also be distributed solely through this website. Interested parties are responsible for monitoring this website to ensure that they have the most recent information about this proposed contract action. The NAICS code for this requirement is 238220 which has a corresponding small business size standard of $14 million. (NOTE: This acquisition is NOT a small business set aside) Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov, which includes Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA). Any prospective bidder's SAM registration must include the applicable NAICS code 238220 for this acquisition. Each bidder's SAM registration will be reviewed by the Government to confirm this NAICS code is contained in the registration. Faith-based and Community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All responsible sources may submit a bid which shall be considered by the agency. This acquisition will be conducted under full and open competition.
