Description
The U.S. Office of Personnel Management (OPM) announces the opening of the first Multi-State Plan Program (MSPP) application period by releasing our final application for health insurance issuers who wish to apply for participation as an MSPP Issuer in Affordable Insurance Exchanges for 2014. Issuers must apply through OPM's web-based MSPP Application Portal (Portal), which we expect to be available to receive applications beginning in February. We are publishing this paper application now so that issuers can review and familiarize themselves with the application questions, assemble their response team and begin to prepare responses. An issuer interested in participating in the MSPP may begin the application process by submitting a Notice of Intent to Apply (NOI) with the following information via email to MSPP@opm.gov. Subject Line: Notice of Intent to Apply Contact Name Title Phone Number Email address Issuer Legal Name Issuer Marketing Name (if different) Street Address City, State, ZIP National Association of Insurance Commissioners (NAIC) Code Once OPM confirms the entity submitting the NOI represents a health insurance issuer or group of issuers with potential nationwide scope, we will contact you with instructions on how and when to access the Portal. Submitting a NOI is not binding and does not commit an issuer to become an MSPP Issuer. However, an issuer cannot submit an application without first submitting a NOI. An Applicant User Guide will be available at the time the Portal opens. There are a number of templates that will accompany an application. Three of these templates are OPM-specific. Two are included here; the third will be posted as soon as it is final. The attached templates are: •MSPP Financial Ratings Template •MSPP Enrollment History Template The template not yet available is the MSPP Participating Provider Template. For the remaining templates, OPM intends to use those created by the Centers for Medicare & Medicaid Services for qualified health plans for MSPP applicants to submit information, including rates and benefits. These templates will be used by the Federally-facilitated Exchanges as well as by the NAIC's System for Electronic Rate and Form Filing in support of State-based Exchanges. Since those remain in draft, we do not include them here. Note: This final application represents policies included in proposed regulations for the MSPP. Accordingly, OPM reserves the right to modify this application, as necessary, and to request additional information from applicants.
