- THIS IS A SOURCES SOURGHT NOTICE to determine the availability and capability of small businesses (including certified 8(a), small disadvantage, and HUB Zone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses). This notice is for planning purposes only, and does not constitute a Request for Quotes, or an indication the Government will contract for the services contained herein. This notice is not be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought. Any responses received will not be used as a proposal. The NAICS code for this requirement is 621330 Offices of Mental Health Practitioners (Except Physicians). The United States Marine Corps, Headquarters Marine Corps, Marine and Family Programs Division is seeking to identify any sources with capabilities or prior experience than can provide training and support for up to 26 Prevention and Education Specialist and Headquarters Marine Corps (HQMC) Prevention and Education Program Manager on the proper use and protocol on how to deal with stressors at work and at home. This service will be used with Marines and their family members. This is a potential Purchase Order, firm-fixed price award. Objectives: T o support the mission of prevention of domestic and child abuse, the USMC Family Advocacy Program (FAP) needs to provide prevention and Education Specialist with the education and training to conduct effective, evidence-based, stress management classes for Marines and their family members. The USMC FAP requires evidence-based protocols taught by master trainers to provide skill-development and training for USMC FAP staff in coping with work and family stress and follow-up consultation to ensure fidelity of the treatment protocol. The objective is to provide the training and associated curriculum manuals to USMC. The materials will conform to HQMC FAP Prevention and Education initiatives and under the review of the HQ Prevention and Education Program Manager. STATEMENT OF WORK (SOW): 1.0 BACKGROUND The Deputy Commandant for Manpower and Reserve Affairs (DC, M&RA) established a Marine and Family Programs Division which in turn established requirements for a Marine Corps (MC) Family Advocacy Program (FAP) staff and resources necessary to maintain a robust program. The MC FAP section provides general oversight/guidance and develops and recommends plans and policy for the MC FAP. The MC FAP represents to federal and Congressional Representatives and coordinates the MC FAP with major commands, other Headquarters, U.S. Marine Corps agencies and higher headquarters. The MC FAP serves as the focal point for coordinating policy on the development and implementation of all FAP treatment protocols within the Marine Corps, to include development of plans and curriculum for the Family Advocacy Staff. The Family Advocacy Program Manager (FAPM) is responsible for providing direct support leadership in the implementation and support of the Marine Corps Family Advocacy Program (MC FAP). The FAPM is the installation level subject matter expert on child and domestic abuse who coordinates or provides the training to MC FAP staff, the prevention and education activities to eligible beneficiaries, and the assessment and treatment to identified at risk beneficiaries and promulgates resource materials necessary to fulfill unit program and training requirements. The FAPM assists with program implementation efforts to include liaison with HQMC MC FAP staff, policy, reporting procedures, training, event coordination, resources, and other tasks as appropriate. The MC FAP installation prevention and education staff requires training to ensure proper use of evidence based prevention and education curricula to aid in the prevention and treatment of child and domestic abuse. HQMC MC FAP requires that the prevention and education curricula available to MC FAP staff be based on empirical research as effective and appropriate for use with Marines and their family members. 2.0 Objectives: To support the mission of prevention of domestic and child abuse, the USMC FAP needs to provide Prevention and Education Specialists with the education and training to conduct effective, evidence-based, stress management classes for Marines and their family members. The USMC FAP requires evidence-based protocols are taught by master trainers to provide skill development and training for USMC FAP staff in curriculum and follow-up consultation to ensure fidelity of the treatment protocol. The objective is to provide the training and associated curriculum manuals to USMC. The materials will conform to HQMC FAP Prevention and Education initiatives and under the review of the HQ Prevention and Education Program Manager. CLIN Description Quantity 0001 3 Day Intensive Training 1 0002 Trainer Travel 2 0003 Curriculum Sets 30 0004 Phone Consultation Calls 8 3.0 Scope. The Contractor shall provide training on the proper use and protocol on how to deal with Work and Family Stress. The training will consist of three days of face-to-face training. 4.0 Tasks/Performance Requirements Summary: Contractor shall provide training for up to 26 Prevention and Education Specialists and the HQMC Prevention and Education Program Manager. The training will occur no later than April 2013 for 3 days and will be provided in a face-to-face format. Contractor shall provide 2 trainers to train MC FAP Prevention and Education Specialists per curriculum guidelines. All materials for the training listed above will be delivered during the training session to the Prevention and Education Specialists. All presentation material will be complete prior to the training. Certificates of completion will be given to each Prevention and Education Specialist who successfully meets all requirements of the training. Contractor shall ensure that continuing education units/contact hours (CEU's) are approved by a state or nationally recognized board to provide CEU's to the Prevention and Education Specialists and shall ensure that participants who complete the training are provided with a certificate of continuing education. All Prevention and Education Specialists who are not eligible for continuing education units/contact hours (CEUs) will be presented with a certificate of training completion as proof that they are certified trainers of the program curriculum. All certificates will have the number of education hours printed on the front. Contractor shall provide times for the Prevention and Education Specialists to have access to consultation calls with up to 10 Prevention and Education Specialists per call that have completed the training to ensure fidelity to the prevention curriculum. The consultation phone calls will commence the month following training. The calls will take place twice monthly for four consecutive months for a total of 8 calls for the group of installation Prevention & Education Specialists. Consultation calls date and time to be determined. Government Project Officer shall coordinate with Contractor dates and times of consultation calls. After each consultation call, Contractor shall provide call attendance roster and call notes to include but not limited to questions and answers, concerns, and issues to HQMC Prevention & Education Program Manager. The Contractor shall provide all necessary assessment tools as part of the curriculum package. These tools may be modified, as appropriate for the USMC, to be sensitive to language and culture and to measure progress of USMC families undergoing training curriculum and any other identified objectives. The Contractor agrees that the USMC has the right to reproduce "Handouts" in the curriculum to give to Marine and family member participants. The curriculum sets must be printed on high quality paper or card stock that remains durable during copying. The curriculum sets must legible. All pictures in the curriculum sets must clear, discernable, and in color (where appropriate). The Contractor shall provide certified trainers for the curriculum using standard facilitator training guidelines. Training will include components which focus on the specific curriculum materials that are being purchased by the USMC for the Prevention and Education Specialists. Contractor/Trainer shall provide all materials necessary for the session trainings and training certificates. 5.0 Deliverables: A copy of the materials provided to the participants at the training will be provided to USMC HQ representative at the training site or sent to USMC HQ immediately following the training if a HQ representative is not present at the training. A post-award planning meeting shall be held via phone or internet conferencing within one week of the date of award to clarify project goals, outcomes, and responsibilities. The post award meeting shall include the Contractor's designated Project Manager and Subject matter Expert(s) who will be assigned to the project. 6.0 Government Furnished Property: A conference setting appropriate to training with projector and audio equipment will be supplied by the USMC to the trainer for their use during the duration of the curriculum training as well as appropriate educational backgrounds of Prevention and Education Specialists. 7.0 Place of Performance: Training will take place at USMC installation Camp Lejeune. 8.0 Period of Performance: Training shall be completed no later than April 2013. Specific training dates will be coordinated with the Government Project Officer. The trainers shall comply with all local base access requirements. 9.0 Travel: Travel to the scheduled training location, unless otherwise approved by the COR, is inclusive of the contract award and shall not be separately reimbursed the Contractor. Travel will be on a cost-reimbursable basis using the guidelines in the Federal Travel Regulation. Reimbursement of travel costs will be subject to costs being determined by the Government as allowable and reasonable. For expenditures of $75.00 or more, the Contractor shall provide receipts to the Government Project Officer. No profit or fee will be paid on Travel. Before performing travel, the Contractor shall obtain written pre-approval from the Government Project Officer. Evaluation Criteria: 1. Awarded "Model Program" status by the United States Department of Health and Human Services' Substance Abuse and Mental Health Services Administration 2. Listed on the National Registry of Evidence Based Programs and Practices 3. Evaluated by utilizing at least two comparative, quantitative, and experimental research designs 4. Available follow up evaluation data at least 6 months after intervention use 5. Experimentally proven results that demonstrate increases in behavioral coping skills and use of social support coping 6. Experimentally proven results that demonstrates reductions in avoidance coping, social withdrawal, depression, anxiety, and somatic complaints 7. Includes use/access to empirically supported, well-developed fidelity and outcome measures to support quality assurance 8. Fidelity and outcome measures must demonstrate acceptable internal consistency and construct and convergent validity 9. Target research population should include both men and women in various occupational groups and of diverse ages and ethnic, racial, and socioeconomic backgrounds 10. Associated research findings must have been published in a scientific journal 11. Must have been implemented across the United States RESPONSES: Responses to this notice shall be limited to 10 pages, and must include: 1. Identification of the firm's GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. Teaming arrangements are acceptable, and the information required above on the company responding to this announcement shall also be provided for each entity expected to be treammates of the respondent for performance of this work.
