Description
NASA/GSFC has a requirement for a Blanket Purchase Agreement (BPA) for microelectronics wafer probe testing activities. The vendor shall perform the following activities: -Generation of any required tester input files using NASA/GSFC supplied file containing the probe point location information -Perform electrical substrate and circuit testing using their flying probe tester, including shots, opens and resistance testing -Certification of produced data files resulting from electrical tests performed on GSFC supplied flight parts. Parts will be supplied by the GSFC engineers for testing at the vendor facility. The vendor will be required to provide any resulting test data files and other pertinent information generated during the testing activities. NASA/GSFC intends to purchase the items from John Hopkins Applied Physics Laboratory (APL). APL can successfully perform the electrical screen testing of the MSS Development (FS1LA and FS2R designs) and Flight (FS3R and FS3L designs) substrate parts. APL has tested 40 substrates on their flying probe testing. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Janicea McCree at 301-286-9159 or Janicea.L.McCree@nasa.gov not later than 4:30 p.m. local time on January 28. 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
