- Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive boulevard, EPS, Suite 600, Room 6070, Rockville, MD 20852, United States. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Vaccine Branch, Flow Cytometry Core plans to procure on a sole source basis the brand name Miltenyi Biotech autoMACS Pro Separator from Miltenyi Biotec, Inc., 2303 Lindbergh Street, Auburn, CA 95602. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 325413 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The delivery date shall be 30 days from date of award. It has been determined that there is no opportunity to acquire green products or services under this contract. The Vaccine Branch conducts a program of clinical and laboratory research designed to elucidate basic mechanisms of immune response and molecular virology, and apply these to the design and development of vaccines and immunotherapy for the prevention and treatment of cancer and AIDS, as well as viruses that cause cancer. The VB Flow Cytometry Core is equipped with one FACSAria II cell sorter. In order to get the maximum usability out of the FACSAria II cell sorter, pre-sorting strategies utilizing magnetic bead separation are often employed. The autoMACS Pro Magnetic Bead Separator allows for the process of magnetic bead separation to be automated and standardized. The system has been optimized for automatic magnetic bead separation including optimized separation, wash and elution programs for optimal performance and recovery of cells. It allows for the standardization of magnetic bead separation by removing the variation associated with multiple users performing manual magnetic bead separation. The Miltenyi autoMACS Pro Separator possesses the following salient characteristics: - utilizes 50nm magnetic Microbeads coated with polysaccharide that do not have to be removed prior to fluorescent activated cell sorting - completely compatible with the BD FACSAriaII cell sorter that is already in the VB FACS Core Facility - during cell separation, the Miltenyi beads only occupy 20% of the epitope allowing for subsequent staining of the same epitope with fluorescent antibodies for flow cytometry analysis and cell sorting. - pre-programmed isolation protocols utilizing an integrated computer with a touchscreen - 0.6 Tesla high energy rare earth magnetic - cell separation time of 3-10 minutes - input volume of 100 ul-50 ml - automated cleaning system - super-paramagnetic matrix coated in sterilized bio-Teflon, held in a reusable column that can be used for over 100 separations - capability of 99% depletion of magnetically labeled cells or isolation of rare cells The Miltenyi autoMACS Pro Separator is the only known system that possesses all required salient characteristics. Miltenyi Biotec is the only known contractor that can provide the required autoMACS Pro Separator. As the sole manufacturer and distributor of the Miltenyi Biotec autoMACS Pro Separator, Miltenyi Biotec, Inc. is the only known source that can provide this equipment. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on February 1, 2013. No electronic capability statements will be accepted (i.e. email or FAX), and original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
