- Contractor shall provide all labor, material, equipment, and qualified supervision necessary to "Replace Freezers B411". Building 411 is located on the Veterans Affairs Medical Center, located at 4100 West Third Street, Dayton, OH 45428. All work shall be conducted in complete accordance with project drawings and specifications. All work to be closely coordinated with the VA Contracting Officer (CO) and Contracting Officer's Technical Representative (COTR). Construction includes all work described by the bid documents. The work shall include prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for remove/replace Kitchen Freezers/Refrigerators, B411 as required by drawings and specifications. The project will construct clinical space, administrative space, replace critical infrastructure items, and update systems deemed necessary for the building areas to become active and functional. The details of the work required are found in the specifications and drawings documents associated with this project. The contract performance time shall be 160 calendar days from the issuance of the Notice to Proceed. Under Federal Acquisition Regulation (FAR) guidelines and 13 CFR 125.6, the prime contractor must have the capability to perform at least 25% of the contract work with his/her own employees based upon the Solicitation's NAICS 238220. All interested contractors must be registered in SAM. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority of FAR 19.14, Public Law 109-461 and the Veterans Benefits Healthcare and Information Technology Act of 2006 and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be small under the relevant North American Industrial Classification Standard (NAICS) code (238210) and MUST be registered and verified in the following websites: http://www.vip.vetbiz.gov and http://sam.gov to be eligible for award. Bidders MUST ensure registration in these websites are accurate and have not expired prior to bid opening date. Bidders must be verified in VetBiz at time of bid opening to be a Service-Disable Veteran-Owned Small-Business to be eligible for award of Government contracts. Registration and verification is required at time of bid opening Project magnitude is between $500,000.00 and $1,000,000.00 The NAICS code is 238220 and the Small Business Size Standard is $14.0 million. BONDS in form of Bid, Payment and Performance will be required. SITE VISIT: A site visit will be scheduled and the information will be in the solicitation package. The solicitation documents will be posted at www.fedbizopps.gov on or about February 5, 2013 with bid opening approximately 30 days later. Dissemination of the specifications is limited to electronic medium. Drawings will be available electronically with the solicitation documents. All interested Bidders (primes & subcontractors) should register at www.fedbizopps.gov so others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. A Bidder's mailing list WILL NOT be prepared or distributed by the Contracting Officer, as it is the Bidders responsibility to register at the FedBizOpps website. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at www.fedbizopps.gov. Paper copies of the amendment WILL NOT be individually mailed. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. No other notification amendment will be provided. Bidders are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time for receipt of offers as prescribed by FAR 52.214-3 Amendments to Invitation for Bids. Bidders should re-visit the Website periodically to look for updates. All requests for information are required to be in writing to the Contracting Officer and shall be received within twelve days prior to bid opening; no telephone inquiries will be accepted.
