Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitation to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a Request for Information (RFI) by the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). This RFI is published in accordance with FAR Part 15.201(e), and is for PLANNING PURPOSES ONLY. It does not constitute a Request for Proposal (RFP), or a commitment by the U.S. Government, nor should it be construed as such. Respondents are advised that NSWCDD is under no obligation to acknowledge receipt of information received, or provide feedback to respondents with respect to any information submitted under this RFI. There shall be no basis for claims against the Government as a result of any information submitted in response to this RFI. The Government does not intend to award a contract on the basis of this RFI, or reimburse RFI preparation costs incurred by any offeror when providing the information requested under this notice. If a solicitation is released at a future date, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of any potential offeror to monitor this site for additional information pertaining to this requirement. This sources sought (RFI) is for investigating what services are available for an initial standup of two bench stock inventories to include mechanical and electrical hardware. After the standup, NSWCDD will go through several production periods that will require the Contractor to maintain a minimum and maximum amount of mechanical and electrical hardware in the NSWCDD inventory. The Contractor shall travel to two (2) NSWCDD buildings, take inventory, and replenish as necessary all pre-approved line items, which will occur on a regular biweekly schedule. This Government will give the Contractor a list of these items and inventory amounts. The Contractor shall maintain and record any inventory replenishments, and it shall be approved by the Government immediately after every visit. During surge production lines, the Contractor shall be required to inventory and replenish on an emergency basis. The following are preliminary requirement projections for the hardware bench stock requirements; 1.Common Hardware Stock from #6 to UNC (Universal Coarse) and UNF (Universal Fine), Grade 8 a.Approximately 100 of each item 2.Metric Stock from M1.6 to M8 a.Approximately 10 of each item 3.Tooling supply of commonly used items a.Endmills, Drill bits, Lathe Toolbits, CAT40 Holders, etc. b.Sandpaper, Emery Cloth, Steel Wool, Roloc Pads 4.Special Stock of Aerospace Hardware (Quantity TBD) a.*NAS624 thru NAS630 b.NAS1351-3 thru NAS1351-10 c.NASM20004 thru NASM20010 d.NAS6603 thru NAS6610 e.NAS1801-3 thru NAS1801-6 f.NASM20470 AD Series *NAS = National Aerospace Standard The following are preliminary requirement projections for the electrical bench stock requirements; 1.Commonly used supply items a)MS3367-4 thru MS3367-7 cable ties b)MIL-I-24391, electrical tape c)MIL-T-27730A, Teflon tape d)MIL-I-46852/A-A-59163, INSULATED TAPE 2.Commonly used hardware a)MS25036-101 thru 158, terminal lugs and splices b)MS21919-WDG02 thru WDG30, WIRE CLAMPS c)M83519/1-1 THRU 2-9, terminating solder sleeves 3.Special stock hardware a)M39029 series, connector pins b)M24308 series, connectors/ plugs Other projected bench stock items may include; 1)Wire heat shrink 2)Solder 3)Crimping dies/ tools 4)Wire spools with cabinet 5)Wire protective wrap Any partial capabilities are encouraged to respond as well. For instance, if a contractor has the capability of only fulfilling one (mechanical or electrical) type of bench stock they can respond with applicable capabilities. Responses to this RFI should include as much detailed technical information as possible. There are no limitations on what a response should include, but it should have at a minimum: Description of the proposed solution Estimated Cost Delivery time Company Name and Address Point of Contact (to include phone/fax/e-mail) Corporate POC (to include phone/fax/e-mail) Technical POC (to include phone/fax/e-mail) Cage Code NAICS Codes Business Size and Status Type of Small Business (if applicable, i.e. 8(a), woman-owned, HUB zone, etc.) Capability Statement Specific customers (for previous or similar contracts held) Other material (relevant to establishing core competencies of the firm) NSWCDD may request further information regarding the capabilities of respondents to meet the requirements as deemed necessary. At no cost to the Government, responding vendors/offerors may continue technical dialogue via this market survey through the Contract Specialist after the initial response is provided. Eligible partners who may respond to this synopsis include companies, public and private foundations, non-profit organizations (including universities) and state or local government organizations. NSWCDD requests offerors responses No Later Than 12:00 PM EST, 18 February, 2013. Submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWCDD s strategic planning. All communications with industry must be coordinated through the cognizant Contract Specialist, Roberta Moss. Any information supplied under this RFI shall be provided free of charge to the Government. All responses should be unclassified. Information and materials submitted in response to this request will NOT be returned. If responses contain proprietary data, it shall be marked appropriately. It is the respondent s responsibility to clearly define to the Government what is considered proprietary data.
