- The Naval Air Systems Command (NAVAIR) is seeking a replacement for the AN/SPN-43C Air Surveillance Radar (ASR) in order to resolve ongoing obsolescence issues and radar signal processing deficiencies. NAVAIR tentatively plans to conduct a full and open competition for the AN/SPN-43C ASR Replacement in the FY 14/early FY 15 timeframe in anticipation of award of an engineering and manufacturing development contract by 30 June 2015. In order to permit NAVAIR to conduct market research and assess industry interest in this requirement, an Industry Day for the AN/SPN-43C ASR Replacement will be held from 26-28 February 2013 at Building 8125 at the Naval Air Warfare Center, Aircraft Division, St. Inigoes, Maryland (Webster Field). The market research gathered during the Industry Day will be utilized by the Government to identify the Air Traffic Control Capabilities that presently exist in the marketplace. Companies interested in attending the Industry Day are requested to issue a written registration request by 31 January 2013 to the PMA-213 Procuring Contracting Officer, Mr. Dan Gentry. Mr. Gentry can be reached via e-mail at william.gentry@navy.mil and by phone at (301) 757-7069. Companies must also contact Webster Field to arrange for access to the Base. Please contact Ms. Rickerson or Ms. Briscoe no later than 31 January 2013 to permit adequate time for submittal, processing, and approval of your Base Access Request. Please note that the Government will NOT reimburse contractors for any expenses that they incur to attend this Industry Day or to prepare the briefing package requested below. A general session open to all interested parties will be conducted during the morning of 26 February 2013. This general session will address the current status of the AN/SPN-43C ASR Replacement effort, discuss known operational environments for the AN/SPN-43C ASR Replacement, discuss a notional schedule for conducting the full and open competition for the AN/SPN-43C ASR Replacement, and receive vendor feedback. Only registered attendees will be permitted to attend the general session. A maximum of three participants per firm for the general session will be permitted. In addition, potential prime contractors for the AN/SPN-43C ASR Replacement will be afforded the opportunity for one-on-one discussions with the Government. These one-on-one sessions will be held during the afternoon of 26 February and all day on 27-28 February and will be limited to two hours (120 minutes) per prime contractor. These one-on-one sessions will be held at Webster Field and will be limited to registered attendees. A maximum of ten participants per firm for the one-on-one sessions will be permitted. Companies interested in obtaining a one-on-one session with the Government must address this issue in their registration e-mail to Mr. Gentry and provide a justification which describes their position as a potential prime contractor for the AN/SPN-43C ASR Replacement. IN ADDITION, PLEASE ADVISE IF YOU PLAN TO PRESENT CLASSIFIED DATA DURING THIS ONE-ON-ONE SESSION. Companies who are registered for the one-on-one sessions will be given a briefing template for their use in preparing for this session. This briefing template will be provided by 5 February 2013. Specific time and location details for the one-on-one sessions will be provided by 7 February 2013. Companies who are registered for the one-on-one sessions are requested provide an UNCLASSIFIED briefing package to Mr. Gentry at william.gentry@navy.mil no later than 19 February 2013.
