- In accordance with FAR 6.302-1, Only One responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the Government intends to issue a solicitation restricted to JCB INC, 2000 Bamford Blvd, Pooler, GA 31322, for the development of training materials and new equipment training (NET) classes for Operator Maintenance, Operator Maintenance with armor, Field Level Maintenance and Field Level Maintenance with armor for the High Mobility Engineer Excavator (HMEE-I). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The solicitation will be for a firm-fixed price 3-year Requirements contract. The estimated contract quantity is as followed: new equipment training (NET) classes for Operator Maintenance (12 classes), Operator Maintenance with armor (33 classes), Field Level Maintenance (75 classes) and Field Level Maintenance with armor (33 classes). The HMEE-I is a highly mobile, self-deployable excavator system capable of providing mobility/counter-mobility and survivability support to the objective force. The primary mission of the HMEE-I is to provide a high speed, self-deployable excavating and digging capability to the Brigade Combat Teams. The HMEE-I's are used for performing Army Engineering missions: Mobility, Counter-mobility, Survivability and Sustainment and Route Clearance Missions. The solicitation will be issued on or about 1 February 2012 and will close on or about 1 March 2013. A U.S. Government Technical Data Package (TDP) is not available for this procurement action. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided.
